By reviewing the new Staff Selection 2.0 process, providing input on proposed Change Requests to the recruitment platform, and ensuring the alignment of the inspira data warehouse with data and reporting requirements, the assignment ensures that future reporting, monitoring and analytical needs can be met from day one of Staff Selection 2.0 operations, avoiding costly retrofitting at later stages.

Duties and Responsibilities

The Office of Human Resources in the Department of Management Strategy, Policy and Compliance is seeking an Individual Contractor to lay the foundations for future reporting, data monitoring and analytics under the newly designed skills-based staff selection system (UN Staff Selection 2.0). Working in close collaboration with the Office of Human Resources (OHR) colleagues, the Office of Information and Communications Technology (OICT), and operational stakeholders, the Individual Contractor will support the design and documentation of data models, data field specifications and standard operating procedures on which the future recruitment data and analysis function will rely. Under the supervision of the project manager, the Individual Contractor will perform the following responsibilities: • Study the existing documentation and learn the structure of the data in the inspira Data Warehouse, the design principles and the work that has been completed already. • Coordinate and consolidate data reporting requirements arising from Staff Selection 2.0 – the UN Secretariat’s revised recruitment process - ensuring that reporting and data requirements are clearly articulated. • Review the new Staff Selection 2.0 process end-to-end and help identify the data capture points along the workflow at which information must be recorded to support future reporting, monitoring and analytical needs. • Support the design and documentation of the data models underpinning Staff Selection 2.0, covering the core data domains of skills taxonomies, job profiles, assessment items, candidate data, selection outcomes and workforce indicators. • Review any developments/changes to the recruitment platform in the proposed implementation of the Staff Selection 2.0 process and develop reporting requirements, mapping data field specifications to the anticipated reports. • Review the proposed technical Change Request documents related to the enhancements of the Secretariat recruitment platform (inspira), in coordination with the Office of Information and Communications Technology (OICT), providing input to the formal sign-off process to ensure that the captured data will be sufficient and fit for purpose to meet downstream reporting and analytical requirements before development is finalized. • Assess the data implications, identify gaps and ensure the inspira Data Warehouse is fully aligned with data and reporting requirements. • Contribute to the development of standard operating procedures (SOPs) for the future data and analysis team, including team roles and responsibilities, request intake processes, prioritization criteria, turnaround standards and escalation paths. • Identify opportunities to streamline and standardize current data and reporting processes — eliminating redundancy, harmonizing definitions and improving consistency across the Secretariat — and recommend prioritized improvements. • Extract data and prepare reports as and when requested.

Qualifications/special skills

Familiarity with United Nations enterprise systems (e.g., Umoja, Inspira) and/or Oracle, SAP HANA-based reporting environments is desirable Experience working with HR, recruitment, talent management or other personnel data, is desirable.
