The United Nations Office on Drugs and Crime (UNODC) seeks a Legal Consultant to support a mock trial initiative focused on technology-facilitated violence against women and girls (TFVAWG). The consultant will develop and deliver a TFVAWG mock trial for criminal justice practitioners, prepare a comprehensive report, and create Standard Operating Procedures (SOPs) for legal clinics at law schools. Additionally, the consultant will co-deliver training sessions to law students on legal clinic operations and providing legal aid to women and girls affected by cyber violence. The role requires extensive professional experience in law, particularly in gender and criminal justice, with a focus on developing training materials and delivering technical assistance. The position is home-based with travel to Alexandria, Egypt, and is expected to run from July 1 to November 30, 2026.

Comprehensive Standard Operating Procedures (SOPs) for the operation of legal clinics at selected law schools were developed, including guidance on implementation. The SOP document (minimum 20 pages), covering governance, roles and responsibilities, clinic workflow, case management, monitoring and reporting, was developed and delivered to UNODC. Two training sessions for law students on the operation of legal clinics and the provision of legal aid to women and girls affected by cyber VAW&G were co-delivered. Training materials were developed and delivered to UNODC, and the training was co-delivered with other experts. A minimum 4-page summary report was submitted and approved by UNODC.

Duties and Responsibilities

The digital age presents an unprecedented opportunity to enhance the human security of women and girls globally and in Egypt. Digitalization has provided economic security (through enhanced access to livelihood opportunities, banking, and financial support), education (through enhanced learning for all) and health security (through tech-facilitated reproductive healthcare). However, the digital age also carries negative implications to the human security of women and girls, primarily through technology-facilitated violence against women and girls (TFVAWG). TFVAWG is an impediment to women and girls’ freedom from fear, freedom from want, and freedom from indignity. While nascent research is putting numbers on the phenomenon at the regional level, more research is necessary to understand the scale of TFVAWG and its manifestations in Egypt. Under the supervision and overall guidance of UNODC’s Criminal Justice Expert, and in close coordination with UN Women and ITU teams, the consultant will undertake the following specific tasks: a) The mock-trial: - Develop/design a TFVAWG mock trials for criminal justice practitioners, entailing: • Compilation of mock trial case(s) • Development of an agenda and other relevant training materials. - Deliver the mock trial to criminal justice practitioners. This will entail: • Co-facilitating the mock trial in close coordination with the UNODC/ROMENA Crime Prevention and Criminal Justice Expert, including: i. Conducting wrap-ups at the end of each session. ii. Presenting a summary of the previous day’s sessions and key learnings at the opening sessions of days 2 and 3 of the mock trial. - Prepare and disseminate a report following the delivery of the mock trial to analyze impact and capture key deliverables, lessons learned, and recommendations for follow-up. b) Develop comprehensive Standard Operating Procedures (SOPs) for the operation of legal clinics at selected law schools. This includes providing guidance on implementing the SOPs at the clinics c) Co-deliver two sets of training to law students on operating the legal clinics and providing legal aid to women and girls affected by cyber VAW&G.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in law, criminal law, international law, criminology, international relations, gender or law enforcement is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of progressively responsible professional work experience in the in the law field at the international or national level is required is required. Proven experience in developing manuals, strategies related to gender and criminal justice is required. Practical professional experience in providing technical assistance and delivering training for criminal justice practitioners or related fields is required Work experience within the United Nations system is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English, is required. Fluency in oral and written Arabic is required. Knowledge of another United Nations official language is an advantage.
