Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is based in Damascus, Syria. This consultancy position will support the United Nations Office for Disaster Risk Reduction (UNDRR), Regional Office for the Arab States (ROAS) in Cairo. The consultant will be reporting to the Deputy Chief of Office, or delegated staff member. Duties and Responsibilities The consultant will support UNDRR, the Ministry of Emergency and Disaster Management (MoEDM) and other relevant partners in: 1. Providing technical expertise and advisory support to operationalize and establish the National Multi-stakeholder DRR Platform 2. Facilitating MoEDM-led outreach and strategic engagement with national and international partners (including UN agencies, NGOs, and technical institutions) to enhance multi-stakeholder coordination and participation in DRR, early warning, and recovery frameworks. 3. Collaborating and maintaining technical alignment with the International DRR Governance Consultant on the development of the National DRR and Climate Action (CA) Strategy and the design of the Terms of Reference (TOR) for the National Multi-stakeholder DRR Platform. 4. Managing the planning, execution, and post-event analysis of MoEDM-led workshops, trainings, and consultations, with a specialized focus on risk-informed recovery and resilience frameworks to ensure robust stakeholder engagement. 5. Synchronizing project deliverables with MoEDM priority recovery planning processes, including managing milestone tracking, monitoring implementation progress, and driving follow-up actions across stakeholder networks. 6. Streamlining communication and data-sharing channels across MoEDM departments and national counterparts (e.g., Planning and Statistics Authority, Central Bureau of Statistics) to ensure the efficient flow of recovery needs and strategic priorities. 7. Advancing MoEDM initiatives aimed at embedding risk-informed recovery approaches into national policies, including structuring and moderating recovery prioritization panels and stakeholder consultations. 8. Overseeing and documenting comprehensive recovery readiness assessments, including the synthesis of stakeholder inputs and the consolidation of analytical findings. 9. Leading the capacity-development frameworks led by MoEDM, including the technical coordination of training modules, the creation of strategic knowledge products, and the formal evaluation of outcomes related to early warning and recovery systems. 10. Cultivating and maintaining structured communication channels between MoEDM and external partners to reinforce government-led coordination frameworks. 11. Authoring and designing high-level executive presentations, briefings, and strategic communication materials for MoEDM and UNDRR, specifically targeting risk-informed recovery and early warning systems. 12. Formalizing the documentation of MoEDM-convened proceedings, including publishing executive summaries and tracking key policy decisions and action matrices. 13. Boosting the visibility of MoEDM-led initiatives by authoring high-impact content for institutional reports, program updates, and public-facing communication products. 14. Synthesizing and finalizing technical inputs for mid-term progress reports and final project evaluations in close coordination with MoEDM and UNDRR directorates. The expected deliverables are: 1. Monthly progress report on deliverables. Expected Duration for the assignment 12 months, with the possibility of an extension for maximum 11 months

Qualifications/special skills

• Advanced university degree in Communications, International Relations, Public Administration, Social Sciences, or any related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 3 years of work experience in communication, stakeholder engagement, or project coordination is required. • Proven experience in organizing high-level national workshops or multi-stakeholder consultations is required. • Experience in the Sendai Framework for Disaster Risk Reduction and humanitarian-development-peace collaboration is desirable. • Experience in supporting international technical experts is highly desirable. • Experience in working within the Syrian public sectors is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, Fluency in spoken and written Arabic and English is required. Knowledge of another official UN secretariat language is desirable. The official United Nations Secretariat languages: Arabic, Chinese, English, French, Russian and Spanish.
