Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Surging Women’s Employment Flagship Initiative (SWEI) in the Green, STEM, and Care Economies (SWEI) seeks to increase women’s employment in the Arab States region by 5% by 2030 through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, NGOs, and media. The Private Sector Development Analyst will contribute to the effective management and implementation of the flagship initiative, by focusing on increasing decent employment opportunities for women through improving gender responsive workplaces and transformative partnerships with the private sector.

This position operates within the framework of the European Union-funded programme, "Support to Women's Employment in the Middle East and North Africa (MENA) Region through Gender-Responsive Private Sector Development", funded by the European Union and a key component of the broader UN Women-led "Flagship Initiative Arab States – Surging Women Employment by 5% before 2030 (SWEI)".  

The Private Sector Analyst in Tunisia will be fully dedicated in supporting of this private sector engagement strategy within the EU funded programme, working in close coordination with the Regional Private Sector Specialist and the Tunisia Country Office team.

Objective of the assignment 

The Private Sector analyst (Tunisia) will be responsible for providing substantive support in the  implementation of the private sector component of the EU-funded programme at the national level in Tunisia that includes, but it is not limited to: 

  1. Contributing to the expansion and maintenance of the network of WEP signatory companies in Tunisia.
  2. Supporting Tunisian companies in applying gender-responsive policies that increase women's employment.
  3. Participating in the assessment of gender-responsive procurement practices to help include more women-owned businesses in corporate supply chains.
  4. Supporting the identification and documentation of employment and income-generation opportunities for women through private sector partnerships.
  5. Contributing to Tunisia's target of creating 47,000 new jobs for women by 2030 under the SWEI Flagship.
  6. Supporting stakeholder engagement at the national level, including public and private actors as well as the EU Delegation.

Scope of Work:

Under the supervision of the National Programme Coordination Specialist in Tunisia and with technical guidance from the Regional Private Sector Specialist, the incumbent will:

Provide Substantive Support of private Sector Engagement and WEPs Implementation:

  • Contribute to the recruitment and onboarding of new WEP signatory companies in Tunisia, with a focus on large employers (1,000+ employees) and companies in target sectors.
  • Support implementation of the SWEI Private Sector Initiative at the national level, including the "5% by 2030 Pledge". Provide direct technical assistance to Tunisian companies on applying WEP Principles 2 (increase women's employment), 5 (gender-responsive procurement), and 7 (transparent monitoring).
  • Provide substantive input in company assessments and development of tailored gender action plans.
  • Organize national workshops, training sessions, and peer learning events for private sector actors.

Sector-Specific Private Sector Linkages:

  • Coordinate the mapping and engagement of private sector companies in Tunisia to create employment opportunities for women.
  • Lead connecing of women-owned businesses and women job seekers with private sector opportunities.

Partnership and Stakeholder Coordination:

  • Maintain partnerships with relevant stakeholders, including Member States, the Private Sector, Tunisian business associations, UTICA (Tunisian Confederation of Industry, Trade and Handicrafts), and chambers of commerce to ensure coordinated implementation ; 
  • Provide technical inputs for senior management efforts at the country level to develop new and innovate partnerships; 
  • Provide substantive input  to the Country Office on building and maintaining partnerships and positioning, including on coordinating different partners towards the achievement of strategic results; 
  • Coordinate closely with the Regional Private Sector Specialist for alignment with regional strategies and learning exchange.

Monitoring, Reporting, and Knowledge Management:

  • Track and report on private sector results against Tunisia-specific programme indicators;
  • Document case studies and success stories of Tunisian companies advancing women's employment;
  • Provide substantive input to national and regional progress reports.

RECRUITMENT QUALIFICATIONS

Education and Certification:

  • Master’s degree or equivalent in economics, sustainable development, social sciences, or other relevant fields.

Experience:

  • At least 2 years of progressively responsible work experience in development and implementation, monitoring, and reporting on programmes related to gender and the private sector is required.
  • Experience in providing advisory support to the private sector on women’s economic empowerment is required.
  • Knowledge of women’s economic empowerment in the Arab States is a required.
  • Experience in providing capacity building to government stakeholders, private sector partners, Civil Society Organizations (CSOs) etc is desirable.
  • Experience working with the UN is desirable.

Languages:

  • Fluency in French and Arabic is required.
  • A working level of English is a strong asset
