How General Service and National Officer salaries are set

G and National Officer salaries use local scales rather than the worldwide P and D scale. Duty station, grade and current survey data determine the figures.

General Service and National Professional Officer salaries cannot be read from the worldwide Professional salary table. Both are locally recruited categories, and their scales are tied to the labour market at the duty station.

A G-6 salary in Geneva, Bangkok and Nairobi will therefore come from three different scales. An NO-B salary also depends on the country and organization applying the scale.

The local salary principle

The International Civil Service Commission explains that General Service salaries follow the Flemming Principle. Conditions for locally recruited staff should reflect the best prevailing local conditions for comparable work. Salary surveys are used to identify those conditions.

The method does not convert the Professional scale into local currency. It studies suitable local employers and jobs under an approved survey methodology. Local benefits and employment practices form part of the analysis.

National Professional Officer scales are also local. NPO posts carry professional responsibilities that need national knowledge and experience, but their salaries are not the P scale with a nationality discount. They use the applicable national professional scale.

Grades and steps

General Service grades are commonly written G-1 through G-7 in Secretariat vacancies, though the structure can vary by organization and location. National Professional Officer grades commonly run from NO-A through NO-E. Each local scale contains steps.

The grade is established through job classification. The step in an offer depends on the organization’s rules for recognizing qualifying experience and setting initial salary. Applicants cannot determine the step from the vacancy title alone.

Salary surveys and interim adjustments can change a scale. A PDF saved several years ago may no longer apply. The issuing organization’s human resources office can identify the effective scale when a public current table is difficult to locate.

Net and gross figures

Local salary tables may display gross, net or pensionable amounts according to the category and organization. Read the column headings and notes. A number labelled net under the common-system methodology should not be confused with the amount left after every personal deduction.

Local taxation also needs careful treatment. Tax arrangements depend on the organization, host-country agreements, nationality and local law. Broad claims that every UN salary is tax-free are unsafe. The organization should explain staff assessment, tax reimbursement if applicable and the documents it provides.

Medical insurance, pension contributions and other payroll deductions can reduce the amount paid. Dependency allowances or other eligible benefits may increase it. The written offer is the appropriate place to confirm these items.

Comparing local and international offers

A direct currency conversion leaves out the structure of the two systems. P and D remuneration uses a worldwide base plus post adjustment. G and NO remuneration uses local scales. Benefits connected with international recruitment, such as relocation or home leave, generally do not attach to ordinary local recruitment.

The contract matters as well. A G-5 fixed-term staff appointment, an NO-B temporary staff appointment and a national service contract can all be locally based while carrying different benefits, leave, pension and renewal conditions.

Cost of living is relevant, but it is not the only comparison. Candidates should review medical coverage, retirement participation, leave, commuting, contract duration and any existing work authorization requirement. A locally recruited post may expect the candidate to bear relocation costs even if the organization accepts an application from another city.

Finding the correct figure

Identify the employing organization, duty station, grade, proposed step and effective date. Search the organization’s official human resources or salary-scale pages. ICSC publishes information and tools for common-system local salary scales, though access and presentation differ by location.

Check whether the scale is for General Service, National Professional Officers or another locally recruited category. Do not use a G table for an NO offer. Confirm the currency and whether the figures are monthly or annual.

If a vacancy gives only a grade, the recruiting office may wait until selection to calculate the step. A candidate can still ask for the current scale and a benefits summary before accepting.

What local recruitment means for an application

A local vacancy may restrict eligibility to citizens, permanent residents or people already authorized to work. It can also require knowledge of national law, institutions, suppliers or languages. Those requirements are separate from the salary scale and must be met as written.

Applicants should show this local expertise directly. For an NO programme post, describe work with the relevant ministries and systems. For a G finance post, identify the processes, transaction volumes and software used. Residence near the duty station establishes availability; it does not establish the professional criteria.

The official local scale and the appointment letter provide the reliable comparison. Online salary aggregators rarely distinguish category, step, effective date and recruitment status well enough for an offer decision.
