AfDB contracts and grades: EL, PL and GS explained

A guide to African Development Bank professional and support grades, short-term staff rules, Young Professionals, salary units and applications.

The African Development Bank publishes a clear salary table for internationally recruited staff. It uses EL grades for executive leadership and PL grades for professional roles. Vacancies also use GS grades for support work. These labels are AfDB’s own and should not be converted into UN or other development-bank levels.

The contract category remains separate from the grade. A PL5 vacancy and a short-term GS7 vacancy differ in more than seniority: recruitment market, duration, benefits and mobility can all change.

The published grade structure

The official AfDB grade and salary data lists internationally recruited grades effective 1 January 2023. EL2 and EL3 are vice-president grades; EL4 and EL5 are director grades. PL1 and PL2 cover managers. PL3 is Chief Officer, PL4 Principal Officer, PL5 Senior Officer, and PL6 through PL8 Officer.

The same table gives minimum relevant experience: fifteen years for EL2 and EL3, ten for EL4 and EL5, eight or nine for PL1 and PL2, seven for PL3, six for PL4, five for PL5, four for PL6, and three for PL7 and PL8. These are minimums in the public table, not a promise that years alone determine selection.

Professional salary bands are denominated in Units of Account, or UA. The table reports annual minimum, midpoint and maximum figures, so candidates should check the full band rather than quote only its midpoint. One UA is equivalent to the IMF’s Special Drawing Right. AfDB converts UA to the chosen payment currency using its stated moving-average method. Applicants should not treat a UA figure as a US-dollar amount.

GS grades cover support and administrative work. Public short-term-staff guidance refers to GS3 through GS8. For short-term hiring, GS3 and GS4 can include roles such as driver or office clerk with a high-school qualification, while GS5 through GS8 require a bachelor’s degree. The published short-term experience minimums rise from three years at GS3 or GS4 to six years at GS8.

Regular staff, short-term staff and programmes

Regular staff appointments are governed by the Bank’s staff rules and the contract stated in the vacancy. The Bank’s Working with us page describes salary, benefits and relocation provisions for eligible internationally recruited staff.

Short-term staff are non-regular employees used for temporary needs and, under the public overview, are recruited only in the GS support category. A contract lasts at least fifteen days and no more than six months. Cumulative service is capped at thirty-six months, followed by a six-month break before a possible final period of up to thirty-six months. Short-term staff must already be permanent residents or entitled to work in the duty station; AfDB does not provide relocation or work permits for this category.

The Young Professionals Program is different again. The current programme specification says YPs enter at PL6 for a three-year programme, complete three rotations and, after successful completion, move automatically to a regular PL5 position.

Consultants undertake defined assignments under consulting contracts and are advertised separately. They are not GS or PL staff merely because they work inside a Bank team.

Eligibility, functions and applications

Applicants for staff and short-term positions must be nationals of an AfDB member country. Short-term candidates must also have local residence or work authorisation. Every vacancy may add language, education and location requirements.

AfDB recruits in infrastructure, agriculture, energy, water, private-sector development, economics and policy, regional integration, climate, gender, safeguards, finance, treasury, risk, legal work, technology and corporate services. Headquarters is in Abidjan, with country and regional offices across Africa.

Applications are accepted online for advertised positions through the official process. Candidates create a profile, upload the requested documents and can monitor status. Selection may include assessment, interview, references, medical clearance and document checks.

To read pay, use the grade in the vacancy and the current official scale. Check whether the post is internationally or locally recruited and whether it is regular or short-term. Salary bands show institutional boundaries; an offer within the band depends on the Bank’s rules and the selected candidate’s relevant experience.
