Context

Under the overall supervision of the Regional Director (RD) and direct supervision of the Regional Monitoring and Evaluation Officer (RPMEO) and in close coordination with the relevant Units/Programmes at the Regional Office (RO) and Country Offices (COs), the Monitoring and Evaluation Officer (Programmes) will oversee the monitoring and evaluation aspects of regional programmes and activities mainly focused on EU Migrant Protection Return and Reintegration Programme (MPRR); and Regional Development and Protection Programme for North Africa (RDPP).

Responsibilities

1.    In consultation with RPMEO and Project Managers/ Focal Points, contribute to the development of project standardized Monitoring and Evaluation (M&E) framework and related systems including, M&E plan, tools, quality assurance mechanisms and data collection methods and procedures, including proper use of IOM’s Project Information and Management Application (PRIMA) and the Strategic Results Framework (SRF).

2.    Work in close consultation with RPMEO and Project Managers/ Focal Points to consolidate and share as necessary relevant M&E information to inform project progress and improvement in line with IOM and donor requirements.

3.    In line with donor agreements and project M&E plans and in coordination with RPMEO and Project Managers/ Focal Points and COs, support the implementation of project baseline assessment, mid-term and final evaluations, including the development of evaluation ToRs, the identification of the evaluator as well as the coordination of evaluation processes.

4.    Work with the project teams to draft management response to evaluation recommendations and assist with the monitoring of their implementation.

5.    Document monitoring and evaluation trends and activities and support mechanisms for documenting and sharing learning among project staff and facilitate the integration of monitoring and evaluation processes into Accountability to Affected Population (AAP) mechanisms where relevant.

6.    Review M&E plans regularly and facilitate their alignment with programme goals and objectives in coordination with respective COs.

7.    Undertake regular field visits to support the implementation of M&E and to identify areas of improvement as well as facilitate access to M&E data for relevant stakeholders.

8.    Review progress reports of country offices and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.

9.    Support effective information flow between country offices, core project governance team and relevant Regional Offices; and facilitate discussions of project data in appropriate fora in a timely fashion, including the good practices, lessons learned and implications for future action; assist in establishing such discussion for a, if necessary, to fill any gaps.

10.   Coordinate with the RPMEO and Project Managers/ Focal Points and Media and Communication Unit with regards to dissemination of good practices and lessons learned and utilization of the outputs of reports and findings in Public Information (PI) materials.

11.   Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions to promote alignment with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA, and other regional M&E planning tools.

12.   Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

 

Experience

  • Operational and field experience in coordination, project management and monitoring and evaluation of migration related projects;
  • Demonstrated experience in coordination, communicating and liaising with governmental authorities, UN, international and national Non-Governmental Organizations (NGOs) and other national/international institutions; and,
  • Work experience in the North African region is an asset.

 

Skills

  • Sound knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies;
  • Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries;
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements;
  • Good knowledge of technical cooperation principles, concepts and techniques;
  • Good knowledge of financial and administrative management;
  • Good organizational and coordination skills;
  • Excellent writing, research, and communication skills;
  • Ability to prepare clear and concise reports;
  • Demonstrated judgment and initiative and ability to work independently within assigned areas;
  • Excellent interpersonal and teamwork skills; and,
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
     

Language

IOM's official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
