Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production. As part of the Women Count programme, UN Women’s statistics team also supports other teams in the production of analytical products across all thematic areas of the organization. 

Within the context of implementing the programme of work for Asia-Pacific, UN Women supports countries to produce national gender statistics on various priorities, including through the implementation of dedicated surveys. It also produces various data and research products on various topics from a gender perspective. Under the supervision of the Regional Gender and Statistics Specialist at the Regional Office for Asia and the Pacific (ROAP), the consultant will technically support the implementation of gender and environment surveys; build capacity on gender statistics, and support data analysis on different topics, including through microdata analysis and reprocessing.

 

Description of Responsibilities /Scope of Work

  • Provide key technical support through the implementation of Gender and Environment Surveys 
    • Design: provide coordination and technical support to guide partners in the survey design and preparations
    • Training Sessions: Conduct training sessions for enumerators on survey methodology, ethical considerations, and data collection techniques.
    • Data collection: Provide technical support during data collection, including on-site support as needed, ensuring data quality and accuracy.
    • Data analysis: lead the data analysis to generate survey indicators’ estimates and provide guidance to team colleagues as needed. Build the capacity of national statisticians on indicator metadata and calculations. 
    • Report: Assist in the development of gender and environment survey reports, and related publication products requested by the government.
    • Data Dissemination: Assist in the communication and dissemination of data in the region through publication development and coordination with government authorities.
  • Support the production of gender data reports, infographics and other knowledge products
    • Conduct data analysis, carry out data integration, and generate estimates, data tables, graphs and other data visualizations on a variety of topics covered by the Women Count programme, including environment, humanitarian, violence and others.
    • Contribute to regional and country data reports and briefs, including by generating estimates and visualizations, and contributing to drafting and revising drafts.
    • Support the production process of publications and other knowledge products, including by liaising with designers, editors, web developers and others as needed, and providing guidance to supporting colleagues and consultants.
    • Draft background documents for data-related events, such as product launches, user-producer dialogues, and capacity building events.
    • Support the consultation of products with relevant stakeholders such as UN Women country offices, UN agencies and national data users and producers.
  • Support colleagues within the Regional Office and across UN Women Country Offices with data-related requests, ranging from reviewing reports, helping organize statistical events, or providing guidance on partnerships and other issues. 
    • Liaise with colleagues in other teams, both within the Regional Office and in Country Offices, to support the implementation of data related work.
    • Review and provide comments and feedback on reports produced by colleagues and partners as needed, including Country Gender Equality Profiles, Voluntary National Reviews, and many other types of publications.
    • Contribute to the Women Count team’s support to country offices and national governments, including by contributing to co-organizing events, producing joint reports, conceptualizing joint training, providing guidance to national statistics offices, and other activities. 
    • Support with data verification, accuracy and consistency checks of reports other research and knowledge products.
  • Support Capacity Building in Gender Statistics within the Region, including steering the Sub-group on Gender Statistics Training (SGGST)
    • Act as the secretariat, coordinating and organizing regular SGGST meetings and steer the groups work, including the maintenance and updates of the Gender Statistics Curriculum and e-learning course and related materials jointly with SPC. 
    • Support the monitoring and evaluation of regional capacity through the curriculum performance, coordinating with SPC. 
    • Support the coordination, preparations, and facilitation of gender statistics training sessions and activities at regional and country levels, working with other regional thematic focal points and country partners as needed.
    • Prepare presentations, case studies and other background documents needed for training implementation.
    • Support the collection of information on impact of training for monitoring purposes.
  • Ad -hoc task
    • Daily Operations: Provide support in the daily operations of the Gender Statistics team in the Regional Office for Asia and the Pacific.

 

Payment

Monthly progress reports outlining work completed during the reporting period (including guidance, presentations, tools, reports, and other concrete outputs) shall be submitted to the Regional Gender Statistics Specialist, UN Women Regional Office for Asia and the Pacific, for approval. Payments will be made upon approval of these reports. The consultant will report to the Regional Gender Statistics Specialist and will be supported by the Programme Associate, who will serve as the focal point for contract and payment matters.

 

Consultant’s Workplace and Official Travel

This is an office-based consultancy. As part of this assignment, the consultant will be required to travel on mission to countries in Asia and the Pacific, travel cost to the duty station will be covered. For travel on mission, travel costs, Daily Subsistence Allowance (DSA), and other expenses related to travel will be paid by UN Women in accordance with the UN Women Travel Policy. Travel Authorization will be granted to the consultant prior to the travel date. The consultant is expected to work 20 days per month.

Required Qualifications

Education and Certification:

  • Master’s degree in the field of statistics, mathematics, computer science, data science, demography, econometrics, gender statistics, international development, or other related area is required.

Experience:

  • A minimum of 2 years professional experience in microdata analysis, preferably microdata from demographic and health surveys, multiple indicator cluster surveys, or other individual-level surveys to generate gender analysis.
  • Experience with supporting the implementation of Gender and Environment or similar complex household surveys, including calculating survey estimates
  • Experience calculating gender indicators, particularly internationally agreed indicators such as SDG, ICPD, Sendai, and others.
  • Professional experience supporting national governments in the Asia-Pacific region, especially national statistical offices, for the production and use of gender statistics is required.
  • Experience delivering technical trainings or leading capacity building efforts on gender statistics 
  • Proven track record of publications, preferably analytical publications on development issues, including statistical tables and graphs is required.
  • Knowledge of data communications, including visualization, is necessary.
  • Experience working with and liaising with UN partners and field offices is highly desirable. 
  • Previous work on gender statistics in Asia and the Pacific is highly desirable.
  • Excellent command of STATA is essential, while a good command of R and Python is desirable.

Languages:

  • Proficiency in English, with a focus on writing.
