United Nations Alliance of Civilizations careers: contracts and real employers

How to distinguish UN Secretariat posts from UNOPS-implemented project roles, consultancies and other opportunities supporting UNAOC.

The United Nations Alliance of Civilizations is a United Nations entity led by a High Representative and supported by a small secretariat in New York. It promotes intercultural and interreligious dialogue through work on education, youth, migration, media and women as peace mediators.

UNAOC opportunities do not all have the same employer. Some are United Nations Secretariat staff posts advertised in UN Careers. Others are positions administered by UNOPS under an implementation agreement. The subject matter and workplace can look identical, but the contract systems are not.

United Nations Secretariat staff posts

Direct UNAOC staff vacancies appear in UN Careers with the department or office “United Nations Alliance of Civilizations.” They follow UN Staff Regulations and Rules and use official UN grades. Recent examples include Senior Programme Officer at P-5 and senior political-affairs functions at P-5.

Professional grades P-1 through P-5 are internationally recruited. Director-level posts use D-1 and D-2 where applicable. General Service roles use the local New York scale and are locally recruited. The vacancy states the appointment type, which may be temporary or fixed-term.

A temporary job opening addresses a time-limited need and carries no expectation of conversion. A fixed-term appointment expires on the date shown unless the organization renews it. The presence of an established secretariat does not turn either contract into a permanent appointment.

Professional salary combines the UN common base scale and New York post adjustment. General Service salary is based on local conditions. Entry step and allowances depend on the appointment and personal eligibility.

UNOPS personnel supporting UNAOC

UNAOC’s own vacancy notices also link to UNOPS opportunities. In these cases, read the employer paragraph closely. A recent UNAOC project notice states that UNOPS has an agreement to implement UNAOC activities and that the incumbent is UNOPS personnel under UNOPS’s full administrative and financial responsibility.

That person works for UNAOC’s programme but holds a UNOPS contract. UNOPS uses its own International and Local Individual Contractor Agreement framework and ICS levels, not UN Secretariat P grades. The contract, benefits, leave and renewal conditions come from UNOPS. A UNOPS specialist title should not be translated into P-3 or P-4.

This is not a technicality. It affects the application portal, legal employer, salary framework, pension coverage and internal mobility. Experience gained can be highly relevant to later UN applications, but the appointment is not converted retroactively into Secretariat service.

UNAOC may also engage consultants or partner organizations for projects. Consultants are non-staff and are paid for defined services or outputs. Grants to civil-society partners do not make the recipient’s employees UN personnel.

Work and locations

The UNAOC overview says the High Representative and Secretariat are based and operate from New York. UNAOC also has international activities and partnerships, and individual assignments may involve travel or another location. Use the duty station in the vacancy.

Roles cover programme design, political affairs, human rights, intercultural and interfaith dialogue, youth engagement, education, migration, media, preventing violent extremism, partnerships, grants, monitoring and evaluation, communications, events and operations.

Language requirements depend on the post. English is central to New York work; another UN language can be required or desirable. General Service roles may require local work authorization. UNOPS local or international contract eligibility follows its own vacancy.

Applying

For direct Secretariat posts, apply in UN Careers before the closing time. For UNOPS opportunities, follow the link to the UNOPS recruitment system and answer its contract-specific screening questions. A submission in one portal does not count for the other.

Selection may include written assessments, competency interviews and references. Programme applicants should show results with diverse religious, cultural, youth or media constituencies, specific experience rather than general enthusiasm for dialogue. Operations applicants should demonstrate budgets, grants, procurement and partner controls.

The safest test is the contract signature: United Nations or UNOPS. UNAOC can be the programme home in both cases, while the employer, grade system and conditions remain different.

Check the vacancy’s “contract type” and “personnel category” fields before comparing offers. The programme name alone cannot answer either question.
