Working at IMO: Professional, General Service and temporary roles

IMO is a relatively small specialized agency whose Secretariat supports global rules for shipping. Its recruitment pages separate Professional, General Service, temporary and consultancy opportunities.

Because many roles are based at London headquarters, applicants sometimes assume that every vacancy is internationally recruited. IMO explicitly limits General Service and current temporary categories to local recruitment.

Staff categories and grades

Professional and higher-category posts use P and D grades. They cover international technical, policy, legal, managerial and leadership work. External Professional recruitment also considers equitable geographical representation among IMO Member States.

IMO’s current careers page uses a tiered order of consideration for externally advertised Professional posts. Internal applicants, external women for P-4 and above, and nationals of unrepresented Member States can receive first-tier consideration under the published policy. The tiers affect order of consideration; they do not waive the vacancy requirements.

General Service staff perform administrative, clerical, conference and specialized support functions. They are locally recruited in London. The vacancy identifies the G grade and required legal work status.

IMO’s formal public categories do not establish a general National Professional Officer stream. A project title with national subject matter should not be assigned an NO grade unless IMO publishes one in the notice.

Appointment terminology

The current IMO Staff Regulations and Staff Rules contain probationary, fixed-term and regular appointment provisions.

A fixed-term appointment has an expiration date and can be granted for up to five years for service of a prescribed duration. The offer states the actual term.

A regular appointment is indefinite and, under the published rule, may be granted to eligible General Service staff who hold temporary appointments and meet the required standards. It is not presented as an external vacancy choice.

The rules also describe a probationary appointment without a specified expiration date under the applicable conditions. Applicants should rely on the vacancy and offer rather than trying to predict which internal status might follow.

IMO’s vacancy page separately lists temporary roles in Professional and General Service categories, currently for local recruitment only. The portal also carries fixed-term project vacancies. Project funding and a possibility of extension do not create an expectation of renewal.

Consultants and other opportunities

Consultants provide defined specialist services under a consultancy notice. They are not staff members merely because the work corresponds to Professional subject matter.

IMO maintains a consultancy route and publishes specific consultant calls. The notice states scope, duration, fee, location and submission instructions. An open consultant registration or roster is a sourcing mechanism, not an offer of work.

JPOs are sponsored through participating governments. IMO also offers internships and externships under separate programme rules. The World Maritime University and the International Maritime Law Institute have their own recruitment and academic arrangements; employment with either should not be described automatically as IMO Secretariat staff service.

Main job families

Maritime safety roles cover ship design, equipment, navigation, seafarer training, casualty analysis and implementation of conventions. Marine environment posts work on pollution prevention, greenhouse-gas emissions, ballast water, ship recycling and marine plastic litter.

Maritime security and facilitation work addresses port and ship security, piracy, cyber risk and movement of ships, cargo and people. Technical cooperation staff support Member States with capacity development and project delivery.

Legal officers work on treaties, governing bodies and international maritime law. Conference roles include translation, interpretation, editing, document production and meeting support. IMO also recruits in external relations, finance, procurement, human resources, information technology, audit and administration.

Industry or government experience can be central. A candidate should identify flag, port or coastal State responsibilities, classification work, shipping operations or treaty implementation where relevant.

Do not submit through multiple routes unless instructed. State the vacancy number clearly.
