The Strategic Communications Specialist serves as the principal communications adviser to the Director of the Relief and Social Services Department at UNRWA Headquarters in Amman. This 12-month renewable international consultant role (equivalent to P3-level) focuses on the Archive Initiative. The incumbent will lead the development of strategic communications, cultivate relationships with key stakeholders and partners, and identify opportunities to strengthen collaboration, advocacy, and institutional support. Key responsibilities include developing and implementing strategic communications and stakeholder engagement plans, providing strategic advice to senior management, and preparing high-quality briefing materials and reports. The specialist will also establish and coordinate an advisory stakeholder structure, facilitate governance arrangements, and monitor communications activities to promote awareness and visibility. The role requires significant experience in strategic communications, public affairs, and partnership development, particularly with complex, multi-stakeholder programs. Ideal candidates will have a Master's degree and at least five years of professional experience, including two years of international experience outside their home country. Desirable qualifications include experience with Palestine refugees, cultural heritage, or the UN system.

The Strategic Communications Specialist also will establish and coordinate an advisory stakeholder structure for the Initiative, facilitating strategic engagement and supporting governance arrangements that contribute to the achievement of program objectives.

Duties and Responsibilities
The Strategic Communications Specialist provides strategic leadership for communications, stakeholder engagement, governance, and partnerships in support of the Relief and Social Services Department (RSSD) Archive Initiative. Reporting directly to the Director, RSSD, the Strategic Communications Specialist will develop and implement strategic communications and stakeholder engagement strategies that support the successful implementation, visibility, and long-term sustainability of the Initiative.
The Strategic Communications Specialist will serve as the principal communications adviser to the Director on matters relating to the Archive Initiative, leading the development of strategic communications, cultivating relationships with key stakeholders and partners, and identifying opportunities to strengthen collaboration, advocacy, and institutional support. The Strategic Communications Specialist also will establish and coordinate an advisory stakeholder structure for the Initiative, facilitating strategic engagement and supporting governance arrangements that contribute to the achievement of program objectives.
The Strategic Communications Specialist supports the strategic positioning of the UNRWA Archive Initiative through communications, stakeholder engagement, and partnership development. Key duties include:
- Develop and implement strategic communications and stakeholder engagement plans to support the objectives of the Archive Initiative
- Provide strategic communications advice to the Director, RSSD, and prepare briefing materials, presentations, reports, and other communications products as relevant
- Develop and maintain relationships with key stakeholders, including Palestinian communities, donors, academic and cultural institutions, professional networks, and other strategic partners
- Support the establishment and operation of governance and advisory mechanisms for the Archive Initiative, including coordinating meetings, preparing documentation, and facilitating stakeholder engagement
- Coordinate communications and outreach activities across the initiative to promote awareness, knowledge sharing, and institutional visibility
- Identify opportunities to strengthen partnerships and external engagement in support of the initiative.
- Monitor communications and stakeholder engagement activities and prepare reports and recommendations for senior management.
Qualifications/special skills
EDUCATION Advanced university degree (Master's degree or equivalent) in Communications, Strategic Communications, Public Affairs, International Relations, Journalism, Political Science, History, Museum Studies, Cultural Heritage Management, Public Policy, Social Sciences, or another related field.
EXPERIENCE
- A minimum of five years of progressively responsible professional experience in strategic communications, public affairs, external relations, stakeholder engagement, partnership development, advocacy, or a related field. This must include at least 2 years of international relevant experience outside of the candidate's home country, country of citizenship and country where the candidate have permanent residence.
- Experience developing and implementing strategic communications and stakeholder engagement strategies for complex, multi-stakeholder programs, institutional initiatives, or organizational change projects is required.
- Experience providing strategic communications or stakeholder engagement advice to senior management is required.
- Experience developing high-quality senior management communications, including briefing notes, presentations, reports, and other strategic communications products is required.
- Experience establishing and managing strategic partnerships with governments, international organizations, academic institutions, cultural organizations, civil society organizations, diaspora communities, or other strategic stakeholders is required.
- Experience working on issues relating to Palestine refugees, Palestinian history and heritage, or the Middle East region is desirable.
- Experience engaging with diaspora communities, networks, or representative organizations to support institutional objectives, partnerships, advocacy, or outreach is desirable.
- Experience supporting governance bodies, advisory boards, steering committees, or other high-level coordination mechanisms is desirable.
- Experience working in the humanitarian, development, cultural heritage, or international cooperation sectors is desirable.
- Experience within the United Nations system or another international organization is desirable.
Languages
Excellent command of written and spoken English. Working knowledge of Arabic is desirable.
Additional Information
Remuneration will be set at 7,500 USD per month.
