WFP Service Contracts and Special Service Agreements

WFP uses Service Contracts for longer temporary field needs and Special Service Agreements for shorter assignments. Both have local pay and firm time limits.

Service Contract and Special Service Agreement are two WFP contract modalities used outside the standard fixed-term staff system. They are usually abbreviated SC and SSA. Both appear in country-office and regional-bureau recruitment, but their time limits are different.

WFP publishes the current rules in its contract types guide. Candidates should use that page and the vacancy notice together. Older reports describe earlier limits that no longer match every figure on the current careers page.

WFP Service Contracts

WFP uses a Service Contract for functions needed during a specific period. Its careers page gives emergencies, special operations and time-limited programme activities as examples. SCs are available in country offices and regional bureaux.

A Service Contract runs for at least six months and no more than twelve months at a time. WFP may renew it without a break in service. Employment in the same function or post is capped at four years.

The reference to one to four years on WFP’s page describes the span over which the function may be required and renewed. It does not mean that the first contract is issued for four years. The individual contract remains subject to the six-to-twelve-month term stated by WFP.

SC salary scales are set locally. The duty station and the level printed in the vacancy are needed before pay can be assessed. A Service Contract in Nairobi cannot be priced from an SC vacancy in another country.

WFP Special Service Agreements

An SSA is used for temporary functions at General Service or Professional level in the field. It is also restricted to country offices and regional bureaux and uses local salary rates.

The maximum duration of an SSA is eleven months. WFP requires a one-month break in service before a person is re-employed under the same contract type. Once the holder reaches the maximum of 22 cumulative months, a three-month break applies. Employment in the same function or post is capped at 22 cumulative months.

The phrase Professional level describes the work performed. It does not give the holder an International Professional staff appointment. An SSA vacancy may ask for a degree and substantial technical experience while remaining an SSA under local rates.

WFP’s current page applies the eleven-month ceiling to SSAs. Some older WFP documents describe SSA as the tool for work lasting under six months. That historical description should not be used to contradict a current vacancy issued under the revised public framework.

SC and SSA are contract types, not grades

A vacancy may show labels such as SC-6, SC-8 or SSA-9. The letters identify the contract modality; the number is a local level used for that post. WFP’s public contract page does not provide a worldwide table converting those numbers into P, NO or GS grades.

An SC-8 should therefore remain SC-8 in a guide or database. Calling it P-3, NO-C or G-7 without a WFP source gives the candidate a false picture of status and benefits. Compare the education, experience, supervisory duties and local salary information in the notice.

This also explains why similar titles can carry different labels. A programme associate might be engaged on a Service Contract in an operation with a multi-year temporary need. A person doing related work for a short surge could receive an SSA. The work title alone does not set the legal form.

How these contracts differ from WFP staff posts

WFP lists International Professional, National Professional Officer and General Service roles under fixed-term contracts. Those posts use P/D, NO or G grades and the corresponding UN salary framework.

SC and SSA sit in the short-term section of WFP’s contract guide. Their local salary rates, duration ceilings and break-in-service rules distinguish them from fixed-term staff appointments. Long service through renewals does not change an SC into a fixed-term appointment.

WFP also recruits international consultants. A consultant contract has its own maximum period, fee arrangements and cumulative service limits. International Consultant is not another name for an SSA, even when both assignments last less than a year.

Questions to answer before accepting

Confirm the contract type and exact first term. For an SC, check whether the office anticipates renewal and how much of the four-year same-post ceiling has already been used if you have served in that function. For an SSA, calculate earlier SSA service that may count toward the 22-month limit.

Ask for the gross local rate, currency and payment schedule. Check medical coverage, leave, pension or provident-fund arrangements, and whether WFP pays travel to the duty station. None of these should be inferred from a staff post with a similar title.

Local recruitment conditions deserve the same attention. The notice may require nationality, residency or a valid work permit for the country of assignment. It may also distinguish between the duty station and an area of travel.

Finally, save the vacancy notice and offer. The current WFP overview supplies the general limits. The signed agreement records the dates, remuneration and conditions that apply to the selected person.
