UNODC seeks a Local Consultant to design and deliver a comprehensive Ethics and Integrity Training-of-Trainers (ToT) programme tailored to the DRC public sector context. The role involves developing the curriculum and conducting two ToT workshops for selected public officials in collaboration with the Ministry of Public Service and OSCEP. The consultant will work under the supervision of the Chief of the Field Support Section and the Anti-Corruption Officer, aiming to strengthen integrity, transparency, and accountability within public institutions. The position requires an advanced university degree in law or public administration, or a bachelor's degree with two additional years of experience. Candidates must have a minimum of seven years of professional experience in law, rule of law, or similar areas, with specific expertise in anti-corruption, legal advisory services, and economic crimes. Duties and Responsibilities

Background of the assignment:

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC) and serves as the secretariat to its Conference of the States Parties. Through its global anti-corruption programme, UNODC provides technical assistance to Member States to strengthen integrity, prevent corruption, and promote the effective implementation of UNCAC. The Democratic Republic of the Congo (DRC) acceded to UNCAC in September 2010 and has identified the fight against corruption as a national priority. In recent years, the Government has taken significant steps to strengthen its anti-corruption framework, including the establishment of the Agence de Prévention et de Lutte contre la Corruption (APLC) in 2020 and the adoption of the National Anti-Corruption Strategy (2022–2026). As part of its support to the implementation of the National Anti-Corruption Strategy, UNODC is implementing the project Accelerating UNCAC Implementation in the Democratic Republic of the Congo, which aims to strengthen integrity, transparency and accountability across public institutions. Within this framework, UNODC is supporting the Ministry of Public Service and the Observatory for Monitoring Corruption and Professional Ethics (OSCEP) in promoting the effective implementation of the Code of Conduct for Public Officials. To support these efforts, the project foresees the development and institutionalization of a ethics and integrity training programme based on a training-of-trainers (ToT) approach. The programme will strengthen the capacities of designated trainers from key public institutions to deliver ethics and integrity training within their respective institutions, while ensuring sustainability through ongoing mentoring and coaching.

Against this background, UNODC seeks to recruit an international consultant to design and deliver an ethics and integrity Training-of-Trainers programme for public officials of the Democratic Republic of Congo and working with the Ministry of Public Service and OSCEP in this regard.

Purpose of the assignment: The purpose of this assignment is to support the Ministry of Public Service and OSCEP in strengthening ethics and integrity within the public administration by developing and delivering a sustainable Training-of-Trainers (ToT) programme.

Specific outputs to be performed by the consultant: Under the supervision of the Chief of the Field Support Section of UNODC and the substantive guidance of the Crime Prevention and Criminal Justice Officer (Anti-Corruption) based in Kinshasa, as well as in close coordination with designated colleagues from the Vienna-based Field Support Section, the consultant will perform the following substantive duties and responsibilities:

A. Design and develop a comprehensive ethics and integrity Training-of-Trainers (ToT) programme tailored to the DRC public sector context.

B. Deliver two ToT workshops for selected public officials, in collaboration with the Ministry of Public Service and OSCEP.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in in law, public administration or another relevant field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of 7 years of professional experience in law, rule of law or similar area is required.

Experience in providing legal and technical advisory services on anti-corruption is required Experience in working on anti-corruption and other economic crimes, transnational organized crime, or related areas, is required Strong communication skills, both written and oral, are required Experience working with the United Nations, or a similar international organization, is desirable.

Experience with technical assistance and other interventions to support States in the implementation of international and regional treaties is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in French and working knowledge of English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
