About this role

The Food and Agriculture Organization (FAO) is seeking an Administrative Assistant – Human Resources to provide routine administrative and HR support for its country office in Angola. Reporting to the Assistant FAO Representative (Administration), the incumbent will manage the full lifecycle of contracts for national and international affiliate workforce, including hiring plans, Terms of Reference, and selection processes. Key responsibilities involve coordinating interviews, managing documentation in the Global Resource Management System (GRMS), supervising contract validity, and recording worked hours for payment. The role also requires maintaining official status files, assisting with performance evaluations, and ensuring compliance with FAO rules and UN Personnel Records Procedures. The ideal candidate possesses secondary education and three years of relevant administrative or HR support experience. They must demonstrate proficiency in Microsoft Office, knowledge of procurement principles, and working knowledge of English, French, or Spanish. The position demands strong organizational skills, the ability to handle sensitive information with discretion, and the capacity to work under pressure in a diverse, multicultural environment.

Organizational Setting

FAO Angola (FRANG) is a country office working with the Government, national stakeholders, and international partners to develop policies, programmes, and projects aimed at achieving food security, strengthening the agricultural, fisheries, and forestry sectors, and promoting the sustainable use of natural resources.

Reporting Lines

Under the overall supervision of the FAO Representative in Angola and the direct supervision of the Assistant FAO Representative (Administration), the incumbent will provide Human Resources support services for FAO programmes and projects in Angola, ensuring that Human Resource actions are carried out in compliance with FAO rules, regulations, and internal procedures.

Technical Focus

Provide routine administrative and Human Resources support to FAO administrative activities in compliance with established rules and procedures.

Tasks and responsibilities

  • Support the overall hiring plan for hiring of national and international affiliate workforce.
  • Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
  • Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.
  • Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.
  • Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.
  • Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.
  • Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks
  • Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization's values and commitments. 
  • Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation. 
  • Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR)
  • Maintain official status files for staff, consultants, and contractors according to UN Personnel Records Procedures
  • Maintain confidentiality and handle sensitive information with discretion.
  • Perform other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • • Secondary school education (essential).
  • • Three years of relevant experience in administrative and/or HR support work
  • • Working knowledge (Level C) of English, French, or Spanish.

  • HR Assistants may also be involved in social security support functions, including activities related to the UN Joint Staff Pension Fund, briefing/debriefing staff, and providing information on benefits and claims
  • Professionalism: Knowledge of HR policies, procedures, and practices, and ability to apply them in an organizational setting

Selection criteria

  • • Computer literacy and ability to use word processing and office automation equipment (Excel, PowerPoint).
  • • Knowledge of office procedures and FAO’s computerized financial/personnel/travel systems.
  • • Ability to work under pressure
