About this role

The United Nations Population Fund (UNFPA) is seeking an Individual Consultant to support the Supply Chain Solutions Team within the Supply Chain Management Unit in Copenhagen, Denmark. This 11-month consultancy focuses on executing transparent and efficient procurement and supply chain services for UNFPA's external partners, including governments, NGOs, and other UN agencies. The role involves administering procurement processes, preparing pro-forma invoices, processing purchase orders in the ERP system, monitoring shipments, and managing invoice payments and reconciliations. The consultant will also provide operational support by maintaining customer relationship management databases, supporting the StoreFront Third-Party Procurement project, and generating reports. The ideal candidate possesses at least six years of experience in international procurement, logistics, or supply chain operations within large multinational or development organizations. Strong interpersonal and negotiation skills are essential for managing diverse partnerships. Familiarity with pharmaceutical supply chains, UN procurement rules, and import compliance for medical devices is highly valued. Fluency in English is required, with working knowledge of French, Spanish, or Russian being desirable. The position requires a secondary education completion, with a bachelor's degree in a relevant field and professional certifications considered assets.

Description

The Position:

The Individual Consultant will provide support to the Supply Chain Solutions (SCS) Team within the UNFPA Supply Chain Management Unit (SCMU). The consultant will be tasked with ensuring execution of transparent and efficient procurement and supply chain services and processes to UNFPA external partners. The consultant will report to the UNFPA Supply Chain Solutions and Relations Analyst. The consultant will work in close collaboration with external partners such as governmental partners, NGOs, and UN Agencies, and internal partners such as SCMU Inventory Team, Finance Team, Procurement Services Teams, Quality Assurance Team and the Strategic Sourcing Team.

The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

You would be responsible for:

A. Procurement and supply chain activities to external partners:

  • Administer, execute, and coordinate the procurement and supply chain services, providing effective and efficient guidance to external partners interested in benefiting of UNFPA Supply Chain Solutions, in special from the Third-Party Procurement Services from the initial request to the end of the procurement process in line with UNFPA’s policies. 
  • Prepare correct Pro-forma Invoices in the Order Management System (OMS) according to the customer’s need and in line with UNFPA procurement procedures, on the relevant applications and as per agreed KPIs, ensuring that all relevant documentation is saved in electronic files. 
  • Process and dispatch purchase orders (POs) in the ERP system to suppliers, monitor shipments and handling shipping documents ensuring its correctness, liaising with the consignee on shipment updates or quality concerns and finding solutions for any pending matters with relevant internal or external stakeholders. 
  • Process payments of invoices, close POs, prepare reconciliation of Pro-forma Invoices with Finance Team and submission of Final invoices to partners, including the follow-up of payment, vendor assessment, among others. 

B. Operational support: 

  • Ensure that the required information on supply chain services is clearly shared with external partners according to their specific needs and to their understanding, ensuring an excellent customer experience for the external partners. 
  • Maintain updated information in the Customer Relationship Management system. 
  • Ensure that all the databases are updated accordingly. 
  • Provide the required support to the StoreFront Third-Party Procurement project, when required by the Team Lead during the development, testing, implementation, training and roll out stages. 
  • Provide support in the issuance of reports and other data-related documents. 

C. Carry out any other duties as may be required by the Team Lead

Qualifications and Experience: 

Education:

  • Completion of Secondary education is required. 
  • A University degree at Bachelor Level in Supply Chain Management, Business Administration, Public Administration, Procurement, Logistics, International Relations, Development Studies, International Commerce, or equivalent field is an asset. 
  • A professional Supply Chain Management certification such as CIPS (Chartered Institute of Purchasing and Supply) or CILT (Chartered Institute of Logistics and Transport) at basic qualification (Level 2) would be an additional asset. 

Knowledge and Experience: 

  • A minimum of six (6) years of experience in international procurement, logistics or supply chain operations in a large multi-national or international or development organization. 
  • Strong interpersonal, communication and negotiation skills, with ability to develop and maintain broad diversified partnerships with external partners such as governments, NGOs, UN organizations, and/or donors is required. 
  • Experience and working knowledge with pharmaceutical and/or contraceptive product supply chain management will be a strong asset. 
  • Working knowledge of Google tools and analytical applications, spreadsheets for performance metrics and management reporting, Oracle ERP system, Order Management System and issuing Quotations, e-filing, and Data Studio is an advantage. 
  • Familiarity with public procurement rules and regulations and related supply chain management policies and guidelines is an additional asset. 
  • Proven ability to navigate complex government and public sector requests while effectively managing and resolving escalated complaints. 
  • Comprehensive knowledge of import compliance for pharmaceuticals and medical devices (multi-region experience is a major asset) is an advantage. 
    Experience from working with UNFPA or another UN agency or programme is a strong asset. 

Languages: 

  • Fluency in English is required. Working knowledge of at least one of the UN Languages: French, Spanish or Russian is highly desirable.

Duration and working schedule:

The duration of the assignment is eleven (11) months. The consultant will work from Monday to Friday, 9:00 to 17:30, following the current schedule of SCMU in Copenhagen.
