Internal, external and roster-restricted UN vacancies

A vacancy's eligibility can be open, internal, roster-based or limited by a special staffing exercise. The Special Notice defines who may apply.

A UN Secretariat vacancy visible on a public careers site is not necessarily open to every external candidate. The Special Notice can limit consideration to internal staff, roster members, locally eligible applicants or another defined group.

The restriction belongs to the staffing exercise. It does not describe the value or grade of the job.

External openings

An external opening accepts applications from people outside the UN Secretariat who meet the published conditions. Current staff can often apply as well, subject to the rules and notice.

External does not mean that nationality and local eligibility are irrelevant. A General Service opening can be public while requiring authorization to work at the duty station. A Young Professionals examination can be public while limited to nationals of participating countries.

An external candidate working for UNICEF, UNDP or another UN organization is not always treated as an internal Secretariat candidate. The organizations have separate appointments and recruitment systems.

Internal openings

An internal opening is restricted to staff members who meet the policy definition and any conditions in the notice. Holding a consultancy, internship, UN Volunteer assignment or contractor badge does not usually create staff status.

The eligible population can depend on appointment type, length of service, organizational entity and category. Do not infer eligibility from access to an internal building or email domain.

Current staff should read the Special Notice and Secretariat staff-selection policy. A restriction can be tied to workforce exercises, abolished posts or other measures with their own definitions.

External applicants should not attempt to answer an internal screening question as if prior UN consultancy were staff service.

Roster-based restrictions

Some openings seek candidates already rostered for a matching title, family, level or scope. The notice may allow only roster members, give them a separate route or permit their selection during the posting period.

A roster from another job family or organization may not qualify. Check the roster record in Inspira and compare title, category, level and scope.

Being rostered does not make the candidate internal staff. It provides preapproved status for certain selection purposes.

Temporary and special exercises

A Temporary Job Opening can have eligibility provisions designed for rapid or short-term staffing. A special staffing exercise may prioritize or limit applicants under an approved organizational measure.

Funding source, replacement of an absent staff member or an office transition can also appear in the Special Notice. These facts may affect appointment duration and who is considered.

Do not assume that a short application window means an opening was preselected. Apply if eligible and qualified, using the same evidence standards as for a longer posting.

UN system experience and internal status

“Experience in the UN common system” is a professional criterion. “Internal candidate” is an administrative status. They are separate.

A WHO staff member may have strong common-system experience and still be external to a Secretariat-only competition. A Secretariat consultant can know the office well and still be non-staff. A locally recruited Secretariat staff member can be internal where the policy includes that appointment.

State employment status accurately in the application. Recruiters can verify contract and personnel records.

How to read the notice

Check Category and Level, Recruitment Type, Special Notice and applicant-screening questions. Search for terms such as internal, rostered, local recruitment, temporary, project-funded and subject to availability of funds.

If the notice says “candidates who have passed a competitive examination” or names an existing roster, identify the exact qualifying route.

Where language appears inconsistent, use the official contact channel before the deadline. A hiring office cannot waive an approved restriction for one applicant.

Applying from another UN organization

Use the external route unless the notice or system recognizes the applicant as internal. Describe the organization, appointment or contract and duties precisely.

Do not rely on acronyms. “FTA at UNDP” does not tell a Secretariat reviewer which rules or category applied. Give the full employer and employment status.
