Working at UNFPA: staff grades and current non-staff contracts

UNFPA recruits international, national and local staff and uses current affiliate arrangements for consulting, project support, internships and volunteering.

UNFPA publishes both staff vacancies and non-staff opportunities connected with its country programmes and global technical work. The same office may recruit a P-4 adviser, an NO-B analyst and a local service contractor, each under different rules.

Staff grades

UNFPA’s contract guide groups staff into Professional and Director, National Professional Officer and General Service categories.

Professional grades run from P-1 through P-5, with D-1 and D-2 at director level. P and D staff are normally internationally recruited and are expected to serve across duty stations. UNFPA’s published minimum experience guide starts at no experience for P-1, two years for P-2, five for P-3, seven for P-4, ten for P-5 and 15 or more for Director posts. The vacancy can impose higher or more specific requirements.

National Professional Officers are normally nationals of the duty-station country and work outside headquarters locations. Grades run from NO-A through NO-D on UNFPA’s guide. These posts require professional expertise together with national language, institutional and policy knowledge.

General Service staff are recruited locally at G-1 through G-7. They support administrative, secretarial, clerical and specialized operational functions. Secondary education is the general baseline, and legal authorization to work locally is required.

UNFPA hires staff on regular fixed-term and temporary appointments. Temporary staff can be recruited locally or internationally for short-lived needs such as leave replacement or a time-bound project and do not receive the full package available to regular staff.

Current affiliate personnel arrangements

UNFPA’s March 2026 function-and-contract matrix distinguishes Local Service Contracts, Individual Consultants, interns and UNFPA Volunteers.

A Local Service Contract is a non-staff local agreement for support services requiring skills or knowledge for a specific task or programme. The current matrix allows a term from one day up to one year. Older UNFPA material may describe six-to-12-month service contracts and SB-1 through SB-5. Applicants should use the modality and level printed in the current vacancy rather than assuming an older SB description applies.

An Individual Consultant performs professional work for a temporary requirement that regular staff cannot cover because of specialized expertise, workload peaks, absence or vacancy. Consultants may be local, international or remote. The current public matrix sets a maximum of 11 months within any 12-month period, cumulatively or consecutively.

Consultants arrange their own medical insurance and submit proof before beginning. Their fees and deliverables are governed by the individual contract, not staff salary scales.

UNFPA internships are mainly analytical and conceptual learning assignments and must not replace regular staff functions. The 2026 matrix gives a minimum of eight weeks, a normal maximum of 24 weeks and exceptional authorization up to 36 weeks. UNFPA’s public careers guide says interns receive no remuneration.

UNFPA also has its own short volunteer arrangement under the current matrix and hosts UN Volunteers through UNV. Those are separate forms with different conditions.

Job families

UNFPA’s substantive work covers sexual and reproductive health, maternal health, family planning, population data, census support, gender equality, gender-based violence, adolescent and youth programmes and humanitarian response.

Programme and technical specialists work alongside monitoring and evaluation, partnerships, communications and resource-mobilization staff. Operations roles cover finance, procurement, human resources, administration, information technology and supply of reproductive-health commodities.

A Sexual and Reproductive Health Specialist can be international, national or consulting work. Read the grade and modality before comparing positions.

Applying

Current openings and rosters appear on the UNFPA Jobs site. Staff applications are normally submitted through the linked eRecruit system. Consultancies may be posted globally, advertised by a country office or filled through an official consultant roster. Local service opportunities are often advertised at country level.

For P and D posts, check international recruitment and mobility language. For NO roles, confirm nationality. For G and Local Service Contracts, verify work authorization and local recruitment boundaries.

Do not treat entry in a consultant roster as a contract. It makes a profile available for possible consideration. An engagement exists only after a specific selection and written offer.

Before accepting, confirm staff status, contract duration, remuneration basis, insurance, work location and travel. UNFPA’s updated matrix is especially useful when an older career page and a new vacancy use different terminology.
