The United Nations Environment Programme (UNEP) seeks a Consultant to conduct a desk study evaluating recovery, recycling, and reclamation (RRR) projects funded by the Multilateral Fund under the Montreal Protocol. The consultant will analyze project documentation, develop an inception paper, synthesize findings, and produce a comprehensive report with executive summary, key findings, lessons learned, and recommendations. The work involves reviewing policy documents, internal Secretariat materials, and evaluation questions from Annex II of UNEP/OzL.Pro/ExCom/95/12. The consultant will work remotely for 2.5 months under the supervision of the Senior Evaluation Officer of the Multilateral Fund. The role requires advanced expertise in evaluation and implementation of Montreal Protocol projects, with a focus on low-GWP alternatives to HCFCs.

Result of Service

The ultimate result of the consultancy will be a desk study for the evaluation of the recovery, recycling and reclamation (RRR) projects funded by the Multilateral Fund under the HPMPs. Its findings will assess the use of the infrastructure established in Article 5 countries for recovering, recycling and, where applicable, reclaiming of controlled substances and that infrastructure’s contribution to the reduction in their consumption. The detailed terms of reference (TORs) have been approved by the Executive Committee in UNEP/OzL.Pro/ExCom/95/12, the consultant will deliver as requested in the referred TORs, with due attention to paragraphs 10 to 13, and address the evaluation questions included in Annex II of the referred document. The desk study report should include, in addition to the main body of the report, a succinct executive summary with the key findings, lessons learned and recommendations.

Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) supports projects to reverse the deterioration of the Earth's stratospheric ozone layer and reducing consumption of high global warming hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by an Executive Committee with an equal representation of seven industrialized and seven Article 5 countries that are elected annually by the Meeting of the Parties. The Committee reports every year to the Meeting of the Parties on its operations, and it is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). Responsibilities: Under the direct supervision and guidance of the Senior Evaluation Officer (SEO) of the Multilateral Fund, following an established calendar and milestones for deliverables, the Consultant will perform the following: 1. Collect, review and analyze the relevant project and policy documentation as submitted to the Executive Committee, as well as internal Secretariat’s documents that may be provided by Secretariat staff and the evaluation unit, upon request; 2. Prepare an inception paper including the methodological design to address the main issues covered by the scope of the TOR including the questions identified in Annex II of UNEP/OzL.Pro/ExCom/95/12 ; 3. Synthesis and assessment of the above data and develop an advanced draft of the desk study based on the provided documentation and the agreed inception paper. 4. Consolidate supportive data, figures, tables, infographics, questionnaires and data collection tools, in annexes to the draft desk sudy; 5. Present the findings and discuss the advanced draft with the SEO and the relevant Secretariat staff if needed. 6. Prepare the final draft of the desk study and integrating the comments received from the SEO, the Secretariat staff and the stakeholders where applicable presenting the core analysis supported by factual evidence and relevant findings; 7. Address the evaluation questions included in Annex II of the document (available at //www.multilateralfund.org/about/evaluationhttps://www.multilateralfund.org/api/drupal-documents/download). If a second phase for the evaluation is recommended as part of the findings and recommendation, the final report of the desk study should include as an annex an inception paper to support the design and implementation of the second phase, for the consideration of the Executive Committee.

Qualifications/special skills

Advanced university degree (master’s or equivalent) in economics, environmental and social sciences, environmental engineering, sustainable development, evaluation and/or related fields are required. A first-level university degree (bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable. Familiarity with gender-sensitive evaluation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of another UN language is desirable.
