Duties and Responsibilities

The ESCAP secretariat (Transport Division) is implementing a project on Strengthening Capacity of ESCAP Member States to Implement Low Carbon and Resilient Transport Action Plans in Asia and the Pacific. The objective of this project is to strengthen the capacity of countries in Asia and the Pacific to implement low carbon and resilient transport action plans to accelerate climate action through transport. This project responds to the requests of ESCAP member States by focusing on the closing of technical, institutional and financial gaps in the transition to low or zero carbon transport. This project will support four countries in Asia and the Pacific, namely, Fiji, Indonesia, Pakistan, and Tajikistan to implement low carbon and resilient transport strategies, policies or roadmaps, while determining their transport targets and implementation timelines for their respective Nationally Determined Contributions (NDCs). The implementation action plan developed for each target country will also reflect the nexus of transport, gender and climate change, where gender equality will be considered in policies pertaining to women as transport users, workers and decision makers. The specific scope of the implementation action plan for each target country will be jointly developed with the countries based on their current NDCs and low carbon and resilient transport policy priorities. The project in Fiji will focus particularly on the development of Fiji’s NDC 3.0 Costed Implementation Plan (CIP) on transport. The CIP will serve as Fiji's master investment blueprint, transforming NDC targets into a prioritized, costed, and financially viable project pipeline with clear implementation pathways, monitoring frameworks, and resource mobilization strategies. Over the next six months, this comprehensive process will involve extensive stakeholder consultations, detailed sectoral analysis, and collaborative drafting to ensure the CIP is nationally owned and technically robust. The ultimate objective is to produce a practical, actionable document that will guide public and private investment, attract international climate finance, and accelerate on-the-ground implementation. Fiji aims to complete, publish, and officially launch the CIP by June 2026, marking a significant milestone in its journey toward a climate-resilient, low-emission future. This consultancy will provide essential technical expertise to support this critical national undertaking, ensuring the CIP effectively translates Fiji's climate ambitions into tangible action and sustainable results for the Fijian people. Over the course of the implementation of the project, the national consultant for Fiji is expected to collaborate, communicate and consult effectively with ESCAP and relevant ministries, departments or city authorities in Fiji and other collaborating organizations and individuals. Under the guidance of the ESCAP team and working closely with the Lead NDC Specialist and Principal Climate Change Officer for Mitigation and the Mitigation & Energy Systems Specialist, the national consultant will undertake the following tasks: a) Sectoral Analysis and Review: Conduct a detailed analysis of Fiji’s NDC 3.0 mitigation targets for transport included in Fiji’ NDC 3.0 and transport decarbonization goals and strategies to identify priority transport policies. Develop an inception report detailing the work plan and methodology. b) Development of Costed Project Pipeline: Based on the analysis in a), identify, assess, and prioritize potential transport mitigation projects and measures. In close collaboration with the Climate Finance Specialist, develop detailed capital (CAPEX) and operational (OPEX) cost estimates for each prioritized intervention, ensuring they are financially viable and investable, and identify low carbon transport investment gaps. c) Drafting of Mitigation Chapters: Lead the drafting of a comprehensive chapter for the CIP covering Transport and cross-cutting mitigation sectors. These chapters will clearly articulate targets, the costed project pipeline, implementation timelines, responsible entities, and corresponding Monitoring, Reporting, and Verification (MRV) frameworks. d) Technical Coordination and Integration: Work collaboratively with the Lead NDC Specialist and other technical consultants to ensure the transport mitigation components are fully integrated with adaptation, loss and damage, and cross-cutting themes (e.g., gender, social inclusion) throughout the CIP document. e) Stakeholder Engagement and Validation: Actively participate in and provide technical inputs to all project workshops, technical working group meetings, public consultations, and Technical Advisory Group meetings led by ESCAP. The national consultant will be responsible for presenting technical analyses, incorporating stakeholder feedback, and supporting the validation of the mitigation components of the CIP for transport. If necessary, the consultant may undertake limited duty travel to other locations within Fiji for consultations or data collection related to sectoral analysis or stakeholder engagement. Any authorized travel will be reimbursed according to ECAP travel policies.

Qualifications/special skills

Advance university degree in transport, civil engineering, energy studies, environmental science, climate change, or related field. At least 7 years of working experience in sustainable transport, climate change mitigation, transport decarbonization, or transport finance, and demonstrated expertise in GHG accounting, transport modelling, and developing mitigation project pipelines, and transport policy analysis in the Pacific. Strong understanding of Fiji’s national climate policies and institutional frameworks.

Languages

Proficiency in English, good communications and excellent writing, synthesis and editing skills are required for this position.
