Months 7–9: Impact Tracking & Verification • Turkana Field Mission 2: Conduct a second monitoring mission and document 3 human-impact success stories by Month 8. • Q3 M&E Report: Deliver the Q3 performance analysis focused on social MSME competitiveness by Month 9. • Ongoing Systems: Submit Monthly Activity Reports (by the 5th) and keep all workshop, participant, and supporting documentation updated on the ITC Event Platform (by the end of each month). Months 10–12: Strategic Evaluation & Handover • Biannual Training Report 2: Submit the second capacity-building report following partner data aggregation workshops by Month 10. • Annual M&E Report: Deliver the consolidated 2026 annual data analysis report to the THRIVE Programme Manager by Month 12. • Final M&E Report: Submit the ultimate contract closure report summarizing all deliverables, findings, recommendations, and lessons learned by the end of Month 12. • Ongoing Systems: Complete final Monthly Activity Reports and lock in all year-end data on the ITC Event Platform.

Duties and Responsibilities

ITC works with people in vulnerable and forced displacement contexts through a unique market-led approach that promotes inclusive and sustainable economic growth. The approach deploys innovative ways to harness the productive potential of refugees and local communities in displacement contexts to enhance shared growth by promoting the development of commercially valuable skills and supporting local small and medium-sized enterprises (SMEs) in creating value and employment in host countries through increased national, regional, and international business. In partnership with the Korea International Cooperation Agency (KOICA), ITC is implementing the project “Promoting sustainable socio-economic development and creating market-based livelihood opportunities for refugees and host communities” in Kenya (2023–2027). The project aims to enhance the employability and competitiveness of social MSMEs in refugee settings and host communities in Turkana County. The project pursues the following objectives: • Output 1.1: Strengthen technical skills of refugees and host communities in selected value chains. • Output 1.2: Enhance social entrepreneurship, business development capacities, and market access. • Output 1.3: Improve institutional capacity to promote inclusive economic opportunities. To support the effective implementation of this intervention, ITC seeks to recruit a national consultant on Monitoring and Evaluation (M&E) based in Nairobi, Kenya. The consultant will monitor and evaluate project activities, assess progress towards goals and objectives, and measure the project’s sustainability, effectiveness, and impact using both quantitative and qualitative indicators. DESCRIPTION OF DUTIES/RESPONSIBILITIES Under the supervision of the Programme Coordinator, and in close collaboration with ITC headquarters and the project team in Kenya, the Consultant will undertake the following tasks: Coordination and Strategic Oversight • Review the project’s results framework and performance indicators. • Develop and regularly update a comprehensive M&E plan covering all project indicators, including any additional ones identified by the project team. • Coordinate and prepare donor and internal reports, ensuring timely submission and data accuracy. • Refine data collection tools and M&E templates as needed. • Train project staff and implementing partners on M&E tools, data collection, and reporting practices. • Provide technical support to project teams in collecting and analysing quantitative and qualitative data. • Conduct monitoring visits to project sites to verify results, ensure data quality, and identify success and human-impact stories. • Strengthen implementing partners’ capacity in data aggregation, analysis, and reporting. • Compile monthly activity reports with corresponding means of verification in coordination with project partners and field staff. • Analyse progress against logical framework indicators, with a focus on sustainability and impact. • Maintain and manage the project’s M&E database and web-based tools, aggregating and visualising findings. • Prepare and present quarterly data analyses to the project management team and the Project Steering Committee. • Identify lessons learned and good practices and recommend improvements for effective project delivery and resource use. • Coordinate and ensure the timely upload and management of all project-related trainings, workshops, and events on the ITC event platform, including maintaining accurate participant and event information throughout implementation. The consultant will collaborate closely with ITC technical and communications teams, as well as key partners including UNHCR, NRC, Kenya Good Neighbors, ILO, and relevant government institutions. REPORTING The consultant will report to the THRIVE Programme Manager, Office for Africa, at ITC Headquarters. Copyright Clause: The consultant must secure all necessary intellectual property rights and permissions required to perform their services and enable ITC's unrestricted dissemination of the work. Documented proof of these rights must be submitted to ITC, and the consultant must obtain prior written approval before incurring any third-party copyright or licensing fees. Qualifications/special skills

Advanced degree in International Development, Economics, Business Administration, or a related field. • A minimum of five (5) years of professional experience in monitoring and evaluation (M&E), economic development, stakeholder engagement, and development programming. • Demonstrated experience working with government agencies, development partners, NGOs, and international organizations, particularly in projects focused on vulnerable populations, refugee-related issues, livelihoods, human rights, and gender equality. • Experience in designing and implementing M&E frameworks, data collection and analysis, reporting, and supporting evidence-based programme implementation and decision-making. • Strong communication and interpersonal skills, with the ability to effectively engage and coordinate with government officials, private sector actors, community representatives, and international stakeholders.
