Description
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Ensure that assigned companies meet the government's flight safety regulations with respect to maintenance, preventive maintenance and alteration programmes; ensure that the work programme is accomplished in an expeditious manner.
Make recommendations to his counterpart concerning approval or disapproval of operations specifications and amendments thereto; determines if operator has maintenance facilities and procedures which meet all regulatory requirements.
Review and determine adequacy of manuals associated with the carriers’ technical services programmes and revisions thereto.
Evaluate new technical services facilities and review contract arrangements entered into by air carriers.
Perform inspection and surveillance of the operators’ continuous airworthiness maintenance programmes; evaluate trends which indicate deterioration of maintenance programmes and suggest changes required to correct such trends.
Participate in the investigation of accidents, incidents or violations and recommend to the counterpart appropriate action to be taken.
Determine whether or not overhaul and inspection time limitations may be extended and suggest special conditions and limitations necessary for approval of such extensions; make recommendations to the counterpart concerning final approval.
Perform other related duties, as assigned.

- Must possess a valid airframe and powerplant or equivalent license.
- Minimum of five (5) years’ experience with national/multinational regulations such as FARs and JARs and must be familiar with appropriate ICAO rules and regulations.
- Knowledgeable of certification methods of aircraft, maintenance facilities, and airmen; aircraft maintenance reliability
- programmes; composites; structure repairs; basic and advanced aircraft accident investigation; experience in general
- aviation, agricultural and preferable with the helicopter experience and background.
