Description

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Advise on the preparation of a comprehensive coordinated action plan for ensuring that national Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) systems are brought fully in line with the relevant ICAO requirements.

Function 2 (incl. Expected results)

Assist in the identification and assessment of the national and international requirements of airspace users with a view to reconciling these with national policy and international standards.

Function 3 (incl. Expected results)

Assist in the development of operating procedures and practices consistent with the operation and servicing of the particular technical system selected.

Function 4 (incl. Expected results)

Assist in the formulation of a timetable clearly defining the roles and responsibilities of the various parties involved in the implementation, and the phases to be gone through.

Function 5 (incl. Expected results)

Develop and present suggestions with a view to fostering further co-operation with neighbouring States in control of adjoining flight information regions aimed at achieving compatibility among national systems and operating procedures

Function 6 (incl. Expected results)

Assist in the identification of human resource requirements and training necessary to enable existing personnel to support the implementation and the continuing operation of a fully ICAO-compliant CNS/ATM environment.

Function 7 (incl. Expected results)

Participate in and contribute to the development of the CNS/ATM-related training required for the adoption and phasing-in of the systems selected.

Function 8 (incl. Expected results)

Perform other related duties, as assigned.

Qualifications and Experience
Education

University degree.

Professional experience                              

Essential

  • Professional or advanced technical, operational and managerial qualifications in Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM).
  • Detailed knowledge of CNS/ATM systems, including planning of transition to a global CNS/ATM system.
  • Experience in the preparation and implementation of technical/operational workshops.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term). 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
