Description

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Conduct Training Needs Analysis (TNA) and liaise with business areas to review existing course syllabi and/or develop project scope and related syllabi to continue to meet the learner needs, service delivery objectives as well as identifying short and long term future requirements.                                                                                 

Function 2 (incl. Expected results)

Responsible for the instructional design and implementation of training programmes for cabin crew, flight deck and third parties as appropriate to ensure service delivery and corporate objectives are met.

Function 3 (incl. Expected results)

Responsible for quality assurance, ensuring all state civil aviation authority regulatory standards/changes and all related service delivery initiatives are incorporated into relevant training modules/programmes to ensure accuracy and currency of course content.

Function 4 (incl. Expected results)

Deliver a range of training courses relevant to the area of trainer expertise so as to meet all necessary regulations and standards, ensuring alignment with service delivery and corporate objectives. Identify delivery platform options to maximise a learner centred approach and to minimise operational impact.

Function 5 (incl. Expected results)

Maintain continued professional development by updating knowledge and skills in relevant area of expertise and responsibility and across the Airline industry. Disseminate this knowledge to colleagues and trainees.

Perform other related duties, as assigned.

Qualifications and Experience
Education

University degree or equivalent qualifications in aviation management, business or related field.

Professional experience                              

Essential

  • Significant aviation experience as cabin crew and cabin crew supervisor in an airline. 
  • Significant experience in recent developments related to cabin safety. 
  • Significance experience in training cabin crew.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
