The International Organization for Migration (IOM) seeks up to three local individual consultants to develop a practical Handbook on Standard Operating Procedures (SOPs) for dealing with unaccompanied minor children of foreign nationality and other vulnerable categories of foreign nationals. The Handbook must reflect child protection standards, best-interest determination procedures, case management approaches, and social service responses, aligning with EU and international standards. Consultants will conduct desk research, facilitate stakeholder consultations, draft the Handbook, present it at a validation workshop, and incorporate feedback. The deliverable is a finalized Handbook in Macedonian, due by 12 October 2026. The role requires expertise in social protection, law enforcement, or judiciary, with experience in preparing documents for national institutions. The consultants must work closely with government agencies and stakeholders in North Macedonia, including the Ministry of Social Policy, Ministry of Interior, Ministry of Justice, and others. Travel to Skopje, Kumanovo, and Gevgelija is required for meetings and the validation workshop.

Diaspora Fellowships

This fellowship/consultancy role seeks members of the North Macedonian diaspora residing abroad to support the country’s EU accession process through knowledge transfer and institutional capacity building. Candidates must demonstrate strong technical knowledge of the EU acquis, hands-on experience with accession processes, policy analysis and strategic planning capabilities, and the ability to translate complex EU frameworks into actionable national reforms. Ideal applicants possess excellent communication skills, cultural sensitivity, adaptability, and experience working in multicultural environments, enabling them to effectively mentor institutions and support North Macedonia’s progress toward EU integration.
