The International Organization for Migration (IOM) is seeking a Project Associate (WASH) based in Maracaibo, Venezuela, to support the implementation and monitoring of water, sanitation, and hygiene projects in emergency and early recovery contexts. The role involves coordinating with local authorities, UN agencies, NGOs, and other humanitarian actors to ensure effective project delivery. Key responsibilities include retrieving and analyzing project data, monitoring budgets, acting as the administrative focal point for project implementation, and drafting status reports and correspondence. The associate will also monitor the work of Implementing Partners, report non-compliances, and provide guidance to junior staff. The ideal candidate possesses a Bachelor’s degree in a relevant social science field with three years of professional experience, or a High School diploma with five years of experience. They must have proven experience in WASH activities, needs assessments, and working with vulnerable communities affected by displacement or disaster. Fluency in Spanish is mandatory, with English proficiency desirable. The position is a Special Short-Term contract until December 31, 2026, requiring strong organizational, communication, and analytical skills within a multicultural emergency setting.

Organizational Context and Scope

The International Organization for Migration (IOM), the United Nations Migration Agency, is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non‑governmental partners. IOM promotes the orderly and humane management of migration, advances international cooperation on migration issues, supports practical solutions to emerging challenges, and provides humanitarian assistance to migrants in need, including internally displaced person.

Responsibilities

  1. Assist in the implementation and monitoring of project activities.
  2. ​Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. ​Monitor budget by verifying availability of funds, obtaining necessary approval and updating budget-related information.
  4. ​Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. ​Draft status reports, identify shortfalls, escalate issues to the supervisor and suggest remedial actions to address delivery gaps.
  6. ​Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  7. ​Respond to complex information requests and inquiries, set up and maintain files/records, and organise meetings, workshops and training sessions.
  8. ​Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  9. ​Assist in monitoring work of Implementing Partners (IP) and report non-compliances to the supervisor.
  10. ​Provides guidance/training to new/junior staff
  11. ​Perform such other relevant duties as maybe assigned.

Qualifications

Required Qualifications and Experience

Education

  • ​​Bachelor’s degree in Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with three years of relevant professional experience; or,
  • ​High School diploma with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience coordinating with local authorities, civil protection agencies, UN agencies, NGOs, and other humanitarian actors.
  • Experience implementing water, sanitation, and hygiene (WASH) activities in emergency and early recovery contexts.
  • Experience working with communities affected by disasters, displacement, migration, or other situations of vulnerability.
  • Experience in needs assessments, monitoring WASH infrastructure, hygiene promotion, and field information management.
  • Previous experience with international humanitarian organizations, government agencies, or development organizations in multicultural and emergency settings will be considered an asset.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in spanish is required (oral and written).
