The World Food Programme (WFP) is seeking a Civil Engineer (Rural Infrastructure) to support infrastructure development projects in the provinces of Kasai Central and Uvira, Democratic Republic of Congo. The role involves providing technical support for the design, implementation, and monitoring of rural infrastructure works including agricultural access roads, storage facilities, markets, and literacy centers. ORGANIZATIONAL CONTEXT
The project to strengthen the resilience and sustainable livelihood systems of smallholder farmers in the provinces of Kasai Central and Uvira in the Democratic Republic of Congo (DRC) aims to consolidate the agricultural value chain and create sustainable development opportunities for local populations. Its objectives are to improve food and nutrition security, strengthen community resilience, and promote social cohesion. The project intends to increase the sustainable agricultural production of smallholder farmers, strengthen their financial capacity, and revitalize markets to support resilient livelihoods and increase incomes. Furthermore, it contributes to strengthening community organizations through activities that promote social cohesion, gender equality, peace, and reconciliation. Achieving these objectives depends on the establishment of appropriate infrastructure, particularly the construction of community warehouses, which are essential for reducing post-harvest losses, ensuring food quality, and facilitating market access.
Under the direct supervision of the Head of unit of Engineering unit in Country Office Kinshasa and be administratively supervised by the Head of the Field Office.
MAIN RESPONSIBILITIES
- Provide technical support for the design, implementation and on-site monitoring of rural infrastructure works (rehabilitation of agricultural access roads, storage facilities, markets and literacy centers);
- Assist in identifying assets to be rehabilitated within the framework of food aid for asset creation (FFA) activities and construction/complex projects
- Prepare technical drawings and specifications for the work to be carried out and contribute to the selection of execution partners in collaboration with civil engineers from the country office and headquarters;
- Contribute to the preparation of the tender document, including the bill of quantities, drawings and specifications, to the civil engineer in the area office.
- Contribute to the technical analysis of partners' bids and ensure technical compliance as specified in the calls for tenders,
- Contribute to the review of payment documents for contractors and partners
- Visit and conduct a technical analysis for the new construction site and provide a technical report to the supervisor.
- resilience team in the implementation of program activities in North, South Kivu and Central Kasai .
- Ensure regular monitoring of the achievements of the beneficiary associations/groups, of the contractors in the field and, in case of problems, inform the supervisors and contribute to the formulation of corrective measures to be taken;
- Provide a weekly technical report to the civil engineer of the country and area office and manage project documentation - Ensure compliance of work carried out with national and international regulations;
- Assist in organizing field visits with partners, donors and the government;
- Participate in planning and management meetings organized by the beneficiary associations and groups and guide them if necessary;
- Assist the coordination team in preparing and distributing various documents, including meeting minutes, newsletters, etc.
- To perform any other task assigned by superiors.
REQUIRED QUALIFICATIONS
Education
Hold a Diploma in civil engineering, rural engineering, public works, architecture, or any other related field.
Experience
- Five (5) years of professional experience, including at least 3 years in infrastructure project management.
- Experience in the field of Support infrastructure for small agricultural producers is an asset.
Languages
- Fluency in French (Level C) and a good knowledge of English (Level B) are required.
- Knowledge of national languages such as Lingala and Swahili is an asset.
