BACKGROUND AND ORGANIZATIONAL CONTEXT:

Sudan faces the worst displacement crisis in the world, as the conflict continues to force millions of people from their homes. This influx of displaced people puts severe pressure on already scarce resources, threatening to destabilize the entire region unless urgent action is taken to prevent the crisis from spiralling out of control.
The conflict has pushed the banking sector into a severe crisis. Unavailability of, or limited access to, banking services is leading to widespread cash shortages nationwide. Cash-strapped Sudanese are struggling to buy essential items as the inflation rate soars. Staple grain prices are expected to rise to 200 percent above last year.
Despite widespread insecurity and access constraints, WFP has delivered life-saving food and nutrition assistance to over 9.8 million people since the start of the conflict in April 2023 – including in some of the most hard-to-reach areas in the Darfur region.
Given the growing complexity and scale of the Sudan operation, it is crucial to engage a qualified international consultant who will support in implementing the Sudan CO M&E system.

PURPOSE OF ASSIGNMENT:

The incumbent is expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation.

Under the supervision of Head of the M&E Unit, the incumbent will be responsible for supporting the implementation of the Sudan CO M&E system and the Monitoring Action Plan for the Assurance Strategy, with a particular focus on the Minimum Monitoring Requirements (MMR) implementation, data analysis, reporting, and overall evidence generation and utilization.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):

• Contribute to the development and implementation of the M&E plan aligned with WFP corporate standards and country-specific strategies.
• Support line manager in ensuring that Country Office’ monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP), etc.
• Contribute to the development or updating of M&E tools, methodologies, and data collection instruments to ensure accurate and reliable data.
• Oversee the process monitoring planning and data collection and support the implementation of the Risk Based Monitoring Framework.
• Conduct regular analysis of the process monitoring coverage and the implementation of the MMR.
• Ensure data quality, accuracy, and completeness through rigorous data cleaning and validation processes.
• Analyze collected data to prepare periodic process monitoring reports, identify trends, patterns, and insights relevant to program performance.
• Utilize data visualization techniques to communicate findings effectively to diverse audiences, including program staff.
• Coordinate the dissemination of monitoring findings and recommendations to a series of audiences including senior management, internal programme colleagues, field team, etc. to support the country office decision-making and related actions.
• Provide training and technical assistance to WFP staff and partners including Third Party Monitoring (TPM) on M&E principles, methodologies, and tools as required.
• Contribute to the development of innovative, user-friendly, and useful knowledge products for internal and external stakeholders.
• Perform any other duties as assigned by the Head of M&E.

DELIVERABLES AT THE END OF THE CONTRACT:

• Country Office’ monitoring systems and tools are in place and compliant with corporate standards.
• Enhanced implementation of the Risk Based Monitoring Framework resulting in an effective tracking of the process monitoring coverage and the implementation of the MMR.
• Timely process monitoring reports and insights relevant to program performance provided to relevant technical unit for decision-making process.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advance university degree in Economics, Statistics, Sociology, or another relevant field. A master’s degree will be an added advantage.
Experience: Five years of relevant professional work experience in international development or humanitarian work with atleast four years experience in managing complex monitoring and/or evaluation activities.

Knowledge & Skills:

• Proven knowledge, abilities, and skills in the areas of Monitoring and Evaluation.
• Strong background in quantitative and qualitative research.
• In-depth knowledge of results-based management principles and practices and WFP’s corporate accountability frameworks.
• Advanced analytical skills.
• Ability to work on short timelines, under pressure, and manage multiple priorities simultaneously.
• Ability to work independently and with minimum supervision.

Languages: Excellent written and spoken English (level C) is a requirement; working knowledge of Arabic is an advantage.
