Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) has established a leading global position in delivering support to countries to prevent and combat corruption, serving as the guardian of the United Nations Convention against Corruption (UNCAC). Within UNODC, the overall substantive and implementation responsibilities and functions relating to UNCAC are vested with the Corruption and Financial Crime Branch (CFB). The UNODC Strategy for Gender Equality and the Empowerment of Women (2022-2026) provides an institutional framework approach for the promotion of gender equality and gender mainstreaming throughout UNODC’s programmatic activities and organizational policies and practices. Conscious of the interlinkages between gender and corruption, in 2020 UNODC launched the in-depth study and flagship publication The Time is Now – Addressing the gender dimensions of corruption, assessing how anti-corruption and gender equality efforts tend to be mutually reinforcing and how synergies between the two can strengthen policy decisions and legal frameworks. UNODC is currently implementing,a project that aims to support the beneficiary country in preventing and fighting corruption through more effective investigation, prosecution and adjudication of cases of corruption and economic crime, and in strengthening the Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) regime with a specific focus on detection, investigation and prosecution of money laundering and underlying predicate offences. This initiative is part of a wider technical assistance programme aimed at strengthening the legislative and institutional framework and capacity to more effectively prevent and fight corruption and money laundering in Haiti. Against this background, this consultancy will support the delivery and updating of dedicated materials aimed at strengthening Haiti’s capacity to detect, investigate, prosecute, and adjudicate corruption and money laundering cases, with particular attention to the gender dimensions of these crimes and gender-sensitive investigative approaches. men, and marginalized groups may be affected by corruption are properly recognized and addressed. Under the overall supervision of the Chief of CFB and under the direct supervision of the Anti- corruption Adviser for Haiti, and in coordination with other UNODC officers and personnel as necessary, the consultant will perform the following deliverables: Deliverable A: Organize and deliver one (1) five-day training of trainers workshop on gender and anti-corruption investigations to roll out the training modules and validate the manual on gender in anti-corruption investigations. Deliverable B: Incorporate feedback received from the participants into a revised version of the draft training modules and manual and ensure the modules and manual are complete and ready for dissemination. Deliverable C: Facilitate consultations with a group of experts with relevant institutional experience in Haiti on anti-corruption and gender-related issues, and compile recommendations for strengthening Haiti’s national framework on gender and anti-corruption. Deliverable D: Based on the inputs received from trained practitioners and experts, a comprehensive document with recommendations for improving the Haitian national framework on gender and anti-corruption will be produced.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in law, social sciences, public administration, economics or closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of professional experience as an investigator practitioner or working in an anti-corruption authority, civil society organization, or academia, including in-depth understanding of gender, is required. Experience working on gender-related issues, in particular in connection with investigation of corruption cases is required.Excellent verbal and written communication skills, as well as research skills and experience in drafting analytical reports are required. Proven capacity to work independently and with minimal supervision is required Familiarity with the United Nations Convention against Corruption and other regional anti- corruption frameworks, as well as international gender standards is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and in French is required. Knowledge of another United Nations official language or Creole is an advantage.
