Duties and Responsibilities

1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument. The Convention's far-reaching approach and the mandatory character of many of its provisions make it a unique tool for developing a comprehensive response to the global problem that is corruption. UNODC possesses extensive experience and in-depth substantive expertise in tailoring and delivering technical assistance to Member States while working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools and disseminating and facilitating the exchange of good practices in the fight against corruption. In December 2021, UNODC launched the Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) Initiative to promote further the role of education and youth empowerment in preventing and countering corruption. The GRACE Initiative, building on the successful experience of UNODC in the field of education, brings to the international community knowledge and experience working with educators, academics, youth and anti-corruption authorities to foster a culture of rejection of corruption. Since then, UNODC within the framework of its GRACE initiative, has supported States Parties to the UNCAC in their efforts to implement article 13 of UNCAC by strengthening ethics, integrity and anti-corruption education at all educational levels.

Purpose of the assignment: The purpose of the assignment is threefold: i) revise and update existing GRACE tools (lesson plans for primary education, Training of Trainers (ToT) manuals for secondary and non-formal education) to strengthen the anti-corruption angle within these tools, ii) provide two training sessions for UNODC staff on latest pedagogical approaches focusing on child-centered approaches outlining how education can lead to behavioural change and iii) conduct two ToT workshop for educators and other relevant stakeholders in Togo.

Specific deliverables to be produced by the consultant: Under the overall supervision of the Crime Prevention and Criminal Justice Officer and Coordinator of the GRACE Initiative, Thematic Support Section, Corruption and Financial Crime Branch, and in coordination with UNODC staff in Vienna and in the Kenya, as well as relevant stakeholders as necessary, the consultant will perform the tasks listed below.

Educational Tools (August – September) (a) Revise the existing lesson plans for primary education to strengthen the anti-corruption angle and adjust and update the training manual for primary education (including update of workshop and ToT basic agenda, etc.) (b) Revise and harmonize the manuals for secondary education and for the non-formal education sector (including update of workshop and ToT basic agenda, etc.) (c) Conduct two virtual training sessions to selected UNODC staff on latest pedagogical approaches focusing on child-centered approaches outlining how education can lead to behavioural change Togo-related (October) (d) Prepare the workshops focusing on secondary education stakeholders (basic/ToT), including development of the agenda, tailoring of existing GRACE training tools, powerpoint presentations, Pre-Post monitoring tools) and support UNODC in the overall preparation of the workshops (e.g. outreach to counterparts to clarify methodology, etc.) (e) Deliver a 3-day ToT training for educators and a 2-day follow-up training using the existing GRACE training package in French.

(f) Conduct a debrief with national counterparts and the UNODC team and prepare a short training report (summarizing outcome of pre/post test, etc.) 2. Expected tangible and measurable deliverables incl. dates: The consultant will carry out the specific deliverables under the direct supervision of the Crime Prevention and Criminal Justice Officer /coordinator of the GRACE initiative, and in close consultation with and guidance of the relevant UNODC staff in Vienna and the field. All expertise provided must be supported with related documentation, as well as a clear indication of sources/source materials. Plagiarism and unauthorized use of copyrighted materials will not be tolerated. The use of artificial intelligence (e.g. co-pilot, gemini, etc.) needs to be indicated.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in pedagogy, education, social science or humanities is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven (7) years of progressively responsible experience in primary/secondary/non-formal education in teaching, student support and/or management or related subjects is required. Previous experience in developing educational materials for primary/secondary/non-formal level teaching is required. Experience in primary/secondary/non-formal teaching on one or more topics related to civic education, anti-corruption, integrity, ethics and law is required Experience in conducting assessments of national education sector is desirable. Previous experience working in the context of West or Central African countries is desirable. Familiarity with UNODC’s anti-corruption education resources and approaches is desirable. Previous experience with the United Nations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
