The International Trade Centre (ITC) is seeking an Associate Programme Officer (P2) within the Sector and Enterprise Competitiveness Section (SEC) of the Division of Enterprise Competitiveness and Institutions (DECI). This fixed-term, limited appointment focuses on manufacturing sector development, supporting ITC’s mandate to transform trade and enable economic development in the Global South. The role involves facilitating the development, implementation, and evaluation of programmes and projects for key clients, including monitoring progress, analyzing data, and identifying corrective actions. The incumbent will conduct basic research, provide substantive support for policy coordination and evaluation, and assist in planning workshops and interactive sessions. Responsibilities also include participating in survey initiatives, designing data collection tools, and contributing to written outputs such as background papers and analytical notes. The officer will provide administrative and substantive support to meetings and conferences, undertake outreach activities, and participate in field missions. A key component of the role is data visualization, requiring the collection and analysis of data to identify trends and provide draft insights through graphs, charts, and tables for decision-making. Org. Setting and Reporting
The International Trade Centre (ITC) mandate is: "Transforming trade. Changing lives." By enabling trade-led economic development, especially in the Global South, ITC enables small businesses to reach their potential and strengthens ecosystems for long-term impact. Within the Division of Enterprise Competitiveness and Institutions (DECI), the Sector and Enterprise Competitiveness Section (SEC) is responsible for developing and disseminating sector-level expertise for sustainable market-driven solutions. In 2026, SEC will be broadening the number of sectors in which it is providing expertise with a particular focus on increasing coverage of manufacturing and services sectors. This post will focus on manufacturing.
Responsibilities
Under the direct supervision of the Chief, SEC and the overall guidance of the Director, DECI, the Associate Programme Officer will be responsible for the following duties:
- Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
- Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
- Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
- Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
- Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Participates in field missions, including provision of substantive and administrative support, data collection, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.

The appointment against this position is limited to the International Trade Centre.
The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment for an initial period of one (1) year.
The candidate selected will be granted a fixed-term appointment limited ("FTA-limited") for project related needs. Renewal of appointment is contingent upon continued existence of mandate and availability of funding. At the completion of the project funding of the position, the external candidate selected holding a FTA-limited will be separated upon expiration of appointment in accordance with staff rule 9.4. ITC staff members who meet the definition of "internal candidate" in staff rule 4.10, who are selected for a position subject to FTA-limited will be reassigned to the position without a lien to their parent position.
