Description
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Evaluate structure repair and modification proposals, with particular attention to failure mode and system fault analysis, to ensure compliance with different manufacturer’s design specifications and the regulatory airworthiness standards. Provide approval after establishing compliance with requirements.
Coordinate with airworthiness inspectors to investigate/inspect ad hoc repair schemes, structure modifications, technical failures, material test procedures and aircraft maintenance techniques.
Conduct special investigations into aircraft accidents and technical incidents upon request.
Monitor the engineering work of designated engineering representatives (DER).
Keep abreast of new and revised design concepts and standards prevailing in engineering design and maintenance activities.
Evaluate petitions for alternate means of compliance with airworthiness directives and process the approval or denial.
Coordinate and administer special programmes and projects.
Perform other related duties, as assigned.

University degree in aerospace/aeronautical engineering or in engineering mechanics with major in aircraft structure.

- Conversant with Federal Aviation Regulations (FARs) or Joint Aviation Regulations (JARs), airworthiness standards, policies and procedures.
- Familiar with ICAO annexes and documentation.
- Minimum of ten years diversified experience in modification, repair, overhaul and maintenance activities of wide and narrow body aircraft. Knowledge of the different phases of aircraft structure design and manufacture, engine installation, engine certification, powerplant operating characteristics, powerplant control systems, lightning and high intensity radiated field considerations on powerplant installations, powerplant vibration, induction systems and foreign object ingestion, and failure and safety analysis, is highly desirable.

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term).
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
