Description

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Assess the present capabilities of airport infrastructure and services, with reference to the requirements of Annex 3, in relation to meteorological observation (including meteorological sensors), reports, forecasts, warnings, displays and briefings.

Function 2 (incl. Expected results)

Identify the necessary changes or remedial actions to improve the detected deficiencies, including the development requirements, vis-a-vis the compliance with the relevant ICAO SARPs, procedures and ANP.

Function 3 (incl. Expected results)

Develop the selected option at the level of airport master plan, including the passenger building and determining the internal and external land use zones and necessary land.

Function 4 (incl. Expected results)

Determine the present AIM, ATM, CNS and MET services operational condition.

Function 5 (incl. Expected results)

Recommend the remedial actions necessary to improve the AIM, ATM, CNS and MET services efficiency.

Function 6 (incl. Expected results)

Perform other related duties, as assigned.

Qualifications and Experience
Education

Appropriate university degree or successful completion of a recognized course for aeronautical meteorologist (WMO Meteorologist as described in WMO No. 258.

Professional experience                              

Essential

  1. Five years practical experience as meteorologist, with a total of ten years in the analysis of weather information for forecasting including experience in the interpretation of MET radar and satellite information, numerical and weather prediction, weather phenomena hazardous to aviation and tropical meteorology as necessary. 
  2. Good working knowledge of relevant aeronautical telecommunications, ATS procedures, the World Area Forecast Centres (WAFC) and MET Watch Offices (MWO). 
  3. Experience at a senior level in the organization, administration and operation of national aeronautical meteorological services and in the preparation of analyses for forecasting and in the procurement, provision, siting, maintenance and calibration requirement of meteorological instrumentation. 
  4. Sound knowledge of all relevant WMO and ICAO technical documents. 
  5. Awareness of the relevant provisions of the Convention on International Civil Aviation and annexes concerned and other related ICAO documentation and procedural requirements.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
