The UNRWA is seeking a Disability Inclusion National Support Officer on a four-month consultancy basis to support the Senior Disability Advisor at its Headquarters in Amman. The role focuses on mainstreaming disability inclusion across UNRWA’s diverse programme areas, including education, health, protection, and infrastructure. Key responsibilities include implementing the organization’s Disability Policy and Guidelines, developing technical guidance and operational tools, and integrating disability considerations into programme design and policy documents. The officer will support protection programming for Palestine refugees with disabilities, assist in monitoring inclusion commitments, and analyze disability-disaggregated data for reporting. Coordination with headquarters, field offices, and external partners such as Organizations of Persons with Disabilities (OPDs) is essential. The role also involves knowledge management, capacity development through training, and administrative support. The ideal candidate possesses an advanced university degree in a relevant field and six years of progressively responsible professional experience in humanitarian action, international development, or disability inclusion. Strong technical skills in policy development, project coordination, and reporting are required, along with fluency in both English and Arabic.

Work Location
The consultant would be expected to work full time in the UNRWA HQ in Amman, between 0800 and 1600.
Expected duration
The duration of the consultancy is 4 months (01 September 2026- 31 Dec 2026), renewable subject to satisfactory performance and availability of funds.
Duties and Responsibilities
A. Technical Support and Protection Mainstreaming - Support implementation of UNRWA's Disability Policy and Disability Inclusion Guidelines. - Assist in reviewing, developing and updating technical guidance, standard operating procedures, checklists, operational tools and other implementation resources. - Provide technical inputs to programme design, policy documents, concept notes, and project proposals. - Support integration of disability inclusion across education, health, protection, relief and social services, infrastructure, emergency response, and other programme areas. - Support the technical review of programme documents to ensure disability inclusion standards are appropriately reflected.
B. Protection Programming - Support the design and implementation of targeted protection initiatives addressing the specific risks faced by Palestine refugees with disabilities. - Assist in developing guidance on disability-inclusive case management, referrals, community-based protection, accessibility, and reasonable accommodation. - Contribute to the integration of disability considerations within broader protection programming and cross-cutting protection initiatives. - Support monitoring of disability inclusion commitments across UNRWA programmes and operations. - Assist in compiling, validating, and analysing disability-disaggregated data. - Contribute to organizational reporting against UNDIS and other institutional commitments. - Support the preparation of analytical reports, dashboards, briefing notes, donor updates, and management reports.
C. Coordination and Partnerships - Support the coordination of disability inclusion activities across Headquarters departments and Field Offices. - Assist in organizing meetings of disability coordination mechanisms, technical working groups, and task forces. - Support coordination with field focal points to monitor implementation of agreed priorities. - Support engagement with United Nations entities, donors, Organizations of Persons with Disabilities (OPDs), NGOs, academic institutions, and other external partners.
D. Knowledge Management and Capacity Development - Support research on emerging disability inclusion practices and humanitarian guidance. - Assist with the preparation of policy briefs, case studies, and other knowledge products. - Support documentation of good practices and lessons learned and maintain an organized repository of disability inclusion resources, tools, and reference materials. - Support the development and delivery of training materials, presentations, workshops, and other capacity-building initiatives.
E. Operational and Administrative Support - Support planning and tracking of annual workplans and implementation priorities. - Prepare meeting agendas, minutes, and follow-up actions. - Support scheduling, correspondence, and coordination of meetings. - Maintain organized electronic filing systems and documentation. - Undertake other assignments as requested by the Senir Disability Advisor.
Qualifications/special skills
Advanced university degree in Disability Studies, International Development, Human Rights, Public Policy, Social Sciences, Rehabilitation, Education, Public Health, or another relevant field. - Six years of progressively responsible professional experience in humanitarian action, international development, protection and disability inclusion - Demonstrated experience supporting disability-inclusive programming. - Experience working with UN agencies, international organizations, or NGOs is highly desirable. - Experience in project coordination and technical reporting. - Experience developing guidance documents, training materials, and knowledge products. Experience working with organizations of persons with disabilities is an asset

Additional Information
- The consultant will be paid the lump sum of (JOD4,626.40), split into 4 instalments as described above upon satisfactory submission of the deliverables.
- Remuneration for this consultancy is on G17 and will depend on the qualifications and experience of the candidate.
- The consultant will be remunerated based on the satisfactory deliverables of the agreed activities.
