Resources Management Officer (P) - Call for Expression of Interest

The Resources Management Officer (P) serves as the primary administrative and financial authority for a Country Office or Sub-Office, reporting to the Chief of Mission. The role involves comprehensive oversight of budgetary, financial, human resources, and administrative functions. Key responsibilities include monitoring financial expenditures, forecasting cash flows, validating donor fund disbursements, and preparing budget reports. The officer must ensure compliance with IOM regulations, prevent project deficits, and strengthen internal controls to safeguard assets. Additionally, the position requires managing HR functions, including recruitment and personnel administration, and overseeing supply chain services, fleet management, and premises maintenance. The officer also supervises ICT staff, trains local personnel on administrative policies, and serves as Officer-in-Charge in the Chief's absence. The ideal candidate possesses strong expertise in international finance and HR management, proficiency in corporate IT systems, and the ability to coordinate with international institutions. Fluency in Portuguese is mandatory, with working knowledge of English and another UN language preferred. This role demands high ethical standards, strategic thinking, and leadership capabilities to manage complex operational environments effectively.
