WTO contracts and grades: professional, support and director levels

A guide to WTO fixed-term, permanent, short-term, consultant and internship contracts, with grades 1–12 and Geneva recruitment.

The World Trade Organization publishes both its contract categories and grade structure. Professional and support ranges overlap at grades 6 and 7, so a grade number alone does not identify the job family.

All WTO Secretariat jobs are based in Geneva. The WTO has no field offices, although staff travel and work with member governments.

Contract types

A fixed-term appointment has a defined duration. The initial appointment is for at least one year, treated as probation. It may be extended. After five years of continuous fixed-term service, the WTO may consider a permanent contract if performance is satisfactory. “May consider” is not an automatic conversion.

A short-term contract lasts no more than eleven months and can be paid daily or monthly. Short-term service is designed for a temporary operational need; the official contract page does not present it as time counted toward the five-year fixed-term review. It covers peak workloads, unforeseen demands and temporary essential work. It is not a shortened fixed-term route to permanence.

Consultants are recognized authorities or specialists engaged in an advisory capacity where the Secretariat lacks the needed expertise and has no continuing requirement. Their work is defined by the consultancy terms rather than the staff grade structure, pension plan or normal staff increment system. A consultant contract is not staff employment.

Internships serve postgraduate students or professionals seeking WTO experience. The WTO also runs several internship and young professional programmes, including a programme focused on developing and least-developed members that are under-represented in the Secretariat. Each programme has separate nationality, degree and age rules.

Grades 1 through 12

The WTO contracts and grades page states that support jobs run from grade 1 to grade 7. Professional jobs run from grade 6 to grade 10. Director-level positions are grades 11 and 12.

Grades 6 and 7 can therefore contain either professional or support jobs. The vacancy’s category, educational requirement and duties resolve the ambiguity. Do not infer that every grade 7 post is junior professional work or that a support-grade 7 position converts to a professional post.

WTO titles include dispute-settlement lawyer, legal officer, trade policy analyst, economist, statistician, translator, interpreter, press officer, finance specialist, IT professional, HR professional and administrative support. Responsibility, not profession alone, determines grade.

For fixed-term and permanent staff, entry net salary equals the base salary for the grade. Each grade has a range, with increments based on performance. The scale is adjusted periodically. The current vacancy and compensation page are better sources than an old repost.

Nationality and international recruitment

Applicants must be nationals of a WTO member and under 68. The Organization encourages applications from women and nationals of unrepresented members. Representation is a recruitment consideration, but it does not replace the nationality, education, experience and language requirements stated in the vacancy. Young professional and internship programmes can have narrower eligibility.

WTO working languages are English, French and Spanish. A vacancy states the required combination. French is the official language of Geneva, but the ability to live in the city is not a substitute for the Secretariat’s language requirements.

For benefits purposes, a fixed-term staff member living more than 75 kilometres from Geneva’s Pont du Mont-Blanc at recruitment is classified as internationally recruited. Eligible staff may receive travel, removal and related provisions. This classification is based on residence and contract, not nationality alone.

Applying and reading an offer

Applications must be submitted through the WTO external jobs platform. The WTO does not charge recruitment fees.

For fixed-term posts, the published process can include online application, HR and division screening, a remote test or recorded interview, panel interview and written test, internal board review, Director-General decision and reference checks. Other contract types use shorter processes.

When assessing pay, confirm category, grade, contract and international-recruitment status. Base salary, pensionable remuneration, allowances and benefits are separate figures. A consultant fee or short-term daily rate should not be compared directly with the net salary of a fixed-term staff member.
