The United Nations System Staff College develops learning for personnel across the UN system. Its headquarters is in Turin, with offices and programmes in other locations including Bonn. The College is part of the United Nations, but it publishes vacancies and receives applications on its own website rather than through Inspira.

UNSSC recruits staff members, individual consultants, interns and associate fellows. They can work on the same course or project without sharing the same legal status.

Staff appointments

The UNSSC Statute says that College staff are appointed by the Director on behalf of the Secretary-General. Their letters of appointment are limited to service with UNSSC, and their terms and conditions follow the United Nations Staff Regulations and Rules.

The Staff College labels each staff vacancy with its UN category. International learning, programme and management work can be placed on the Professional scale, while locally recruited operational support uses General Service grades. Senior posts may be classified at a higher Professional or Director level. Applicants should check the Turin or Bonn duty station and the recruitment status together.

Recent UNSSC notices commonly state a one-year duration, with extensions subject to satisfactory performance and availability of funds. The exact vacancy controls. An extension is not guaranteed, and an appointment limited to the College does not create an automatic entitlement to placement elsewhere in the UN.

Grade and duration should be read separately. P-2 describes the classified level of an Associate Learning Officer post. “One year, subject to extension” describes the appointment offered.

Individual consultants

UNSSC frequently engages individual consultants to design courses, facilitate programmes, produce learning materials, conduct research, manage projects or support digital platforms. These are non-staff contracts. Consultants do not become P-level employees because they advise UN staff or deliver senior leadership programmes.

Consultancy notices normally state a daily rate or fee, a maximum number of working days and the assignment period. Home-based work is common, though some contracts require travel or presence in Turin or Bonn. Candidates should check whether travel days, preparation time and expenses are covered.

UNSSC sometimes recruits a pool of pre-qualified consultants. Inclusion in a pool does not guarantee immediate or future work. It provides a quicker route for the College to issue assignments when demand arises.

The UNSSC employment status page shows staff vacancies, consultancies, internships and other opportunities with their outcome. The code is useful: staff vacancies commonly begin with VA/UNSSC, while individual consultancy notices use IC. The full notice, rather than the code alone, remains authoritative.

Associate fellows and interns

The Statute allows the Director to designate associate fellows for a fixed period. It expressly says they are neither UNSSC staff members nor consultants or UN officials. Their terms can be project-based and should not be mapped onto a P grade.

Internships are learning opportunities governed by the UNSSC internship programme. They are not entry-level Professional posts. Eligibility, duration, stipend or support and application documents come from the specific programme notice.

External faculty members and speakers may contribute to UNSSC courses without holding any employment contract with the College. Being listed as faculty does not establish staff or consultant status.

Career fields

Learning officers design and deliver programmes in leadership and management, sustainable development, peace and security, human rights, change and organisational transformation. Work can involve instructional design, facilitation, evaluation, online learning and the creation of practical tools for UN teams.

UNSSC also recruits people with expertise in innovation, foresight, behavioural science, data, digital transformation and knowledge management. Programme coordination requires budgeting, client engagement, partnerships and monitoring of learning results.

Support roles cover communications, finance, procurement, human resources, administration, legal and agreements work, learning platforms and information technology. Because the College serves many UN organisations, staff often need to understand different institutional cultures without treating them as identical.

A strong teaching background is helpful, but vacancies can demand experience designing adult learning for professional audiences, managing clients and translating organisational priorities into usable programmes.

How to apply

UNSSC lists current openings on its Work with Us page. Applications are submitted through the online form linked there, often with a completed P11 and motivation letter. The College does not accept unsolicited job applications.

Check the position type, grade if it is staff, duration, duty station, fee or salary basis, and required documents. For consultants, calculate availability against the maximum working days. For General Service roles, review local work requirements.

The legal dividing line is clear. UNSSC staff are UN officials appointed under UN Staff Regulations and Rules. Consultants, associate fellows and interns serve under their own published terms, even when their work is central to the College’s programme.
