International Civil Service Commission careers: contracts and grades explained

How employment in the ICSC secretariat differs from appointment as a Commission member, and why its staff use UN Secretariat contracts and grades.

The International Civil Service Commission designs and reviews many of the salary, allowance and classification policies used across the UN common system. That does not mean it is a large employer for the whole system. The Commission has fifteen independent expert members, while a secretariat of a little over forty staff supports their work.

Commission membership and secretariat employment are different. Members are appointed by the General Assembly to serve in their personal capacity for four-year terms. They are not recruited through ordinary UN job openings. Career applicants are normally considering posts in the ICSC secretariat.

The employment system

ICSC secretariat vacancies appear in United Nations Careers under the department or office “International Civil Service Commission.” Staff are appointed under UN Secretariat Staff Regulations and Rules. They can receive temporary, fixed-term or continuing appointments where the vacancy and applicable rules allow.

A temporary job opening addresses a short-term staffing need and does not carry an expectation of conversion. A fixed-term appointment ends on its stated date unless renewed. A continuing appointment is governed by eligibility and staffing rules; it should never be assumed from a vacancy that offers a fixed term.

Consultants may be engaged for specialized studies or survey work. They are non-staff personnel paid under the consultancy contract and do not hold a P grade. Internships, when advertised, follow UN Secretariat internship rules and are distinct from staff employment.

Grades

ICSC staff use the normal UN Secretariat categories. Professional and higher posts run from P-1 through P-5, then D-1 and D-2. General Service positions in New York use local G grades. A recent ICSC vacancy, for example, advertised an Administrative Assistant at G-5.

Professional staff are recruited internationally for analytical, technical and managerial work. General Service staff are recruited locally and cover administrative, data and support functions. Local recruitment can require authorization to work in the United States. The exact eligibility wording in the vacancy controls.

The Commission’s own salary scales page explains the common-system structure: Professional pay combines a worldwide base or floor salary with post adjustment, while General Service pay is based on local salary surveys. This is both the policy ICSC helps maintain and the framework used for its secretariat staff.

Grades belong to posts, not people. ICSC’s job-classification page describes standards based on duties and responsibility. An applicant cannot claim a higher grade simply from years of experience, and a familiar title can appear at different grades when its scope changes.

What the secretariat does

The ICSC overview identifies three substantive divisions: Cost-of-Living, Salaries and Allowances, and Human Resources Policies. Careers include economists, statisticians, compensation specialists, data analysts, survey officers, human-resources policy officers and programme managers.

The secretariat prepares studies and recommendations on Professional remuneration, General Service salary methodology, post adjustment, allowances, mobility, hardship, job classification and conditions of service. It also needs finance, administration, information technology, publications and meeting support.

Most posts are at ICSC headquarters at Two United Nations Plaza in New York. Work can involve surveys and consultations with organizations and staff representatives, so travel may appear in a vacancy. English is required under normal UN Secretariat rules; another UN language may be required or desirable.

Applying

Search UN Careers by department or office and submit through the portal before the closing time. Creating a profile is not the same as applying to a job. The selection process can include screening questions, written or technical assessments, competency-based interviews and reference checks.

Applicants should distinguish knowledge of UN compensation from experience administering it. A strong application gives evidence of statistical methodology, labour-market analysis, compensation design, policy drafting, intergovernmental servicing or complex data quality work, according to the vacancy.

Do not send a general application to the Commission or approach individual Commission members. They do not hire staff personally. The advertised UN opening, grade and appointment type are the authoritative route.

Because vacancies are infrequent, candidates should save a department-specific search alert rather than relying on the ICSC homepage. Similar compensation jobs elsewhere in the common system remain appointments with those organizations, not with ICSC.
