Working at the UNFCCC secretariat

How UNFCCC staff appointments, consultants, individual contractors, internships and fellowships work through the secretariat's own recruitment system.

The UNFCCC secretariat supports the international climate-change process, including negotiations, technical work, reporting and implementation under the Convention, the Kyoto Protocol and the Paris Agreement. It is institutionally linked to the United Nations but is not a department inside the Secretariat’s ordinary management structure.

Its staff serve under the United Nations Staff Regulations and Rules, with appointments limited to service in the Convention secretariat. Recruitment is handled through the UNFCCC’s own online system, not Inspira.

Staff categories and grades

UNFCCC staff vacancies use Professional, Director and General Service categories. Professional and Director posts use P and D grades and are internationally recruited. General Service positions use G grades and are locally recruited, principally in Bonn.

The grade describes the classified level of the post. UNFCCC’s recruitment page lists fixed-term employment separately from consultancy and internship opportunities. Some short-term staff notices can also appear when a temporary need arises. The vacancy states the duration and appointment basis.

Fixed-term employment should be read literally. Renewal depends on funding, performance and the secretariat’s needs. Many posts are financed through budgets and contributions approved for the climate process, so the continuing importance of climate policy does not guarantee continuation of a particular position.

The institutional arrangement adopted by the Conference of the Parties places staff administration under the UN Staff Regulations and Rules. It also gives the Executive Secretary authority for personnel matters within the secretariat. This is why UNFCCC uses UN grades while operating a separate recruitment portal.

Consultants and individual contractors

UNFCCC engages consultants for specialised outside expertise and individual contractors for short-term support that could otherwise resemble work performed by staff. Both are independent, non-staff arrangements.

The secretariat’s consultancy guidance states that these individuals are not UNFCCC staff members under the UN Staff Regulations and Rules. They receive no staff benefits and are responsible for taxes and medical insurance. Travel is covered only when the terms of reference require it.

UNFCCC applies service limits and break requirements to these assignments. The official guidance distinguishes specialised technical work from support functions and explains the applicable maximum consecutive service periods. Candidates should consult the current notice and guidance rather than assume that a consultancy can be renewed indefinitely.

Registering a profile in a consultancy database is not an offer. A specifically advertised consultancy may require a separate application even if the candidate already has an online CV.

Internships and fellowships

Internships provide supervised experience in technical, legal, communications and operational teams. They are not P-1 or P-2 staff appointments. The individual announcement sets eligibility, location and duration.

The secretariat also supports fellowship programmes, including opportunities aimed at professionals from particular country groups. A fellow may work in a UNFCCC team for an extended period, but the fellowship’s stipend, sponsoring arrangement and return obligations remain distinct from a staff contract.

Seconded personnel can serve under agreements with governments or other organisations. Their presence does not change their underlying employment status.

Career fields

Mitigation and adaptation teams work on national commitments, implementation, methodologies and technical review. Transparency roles support reporting and expert review under the Paris Agreement. Climate finance, technology, capacity-building, loss and damage and Article 6 create further technical career paths.

Legal officers support negotiations, governing bodies and interpretation of the treaty framework. Conference affairs teams manage sessions, documents and participation. Communications, stakeholder engagement and partnerships connect the process with governments and non-State actors.

The secretariat also needs data specialists, software engineers, information security staff, human resources, finance, procurement and administrative support. Climate knowledge is valuable, but vacancies often require a narrower capability such as greenhouse-gas inventories, regulatory design, conference servicing or enterprise technology.

Applying

Current openings and selection status are published on the UNFCCC employment page. Applicants register in the UNFCCC Online Application System, complete the electronic P11 profile and apply through the button attached to the vacancy. An Inspira profile is not a substitute.

Check whether the notice is fixed-term employment, a consultancy, an individual contract, internship or fellowship. Record the grade if applicable, duty station, duration and application number. No legitimate UNFCCC recruitment process charges a fee.

The useful distinction is that UNFCCC staff use UN rules without being recruited through the general Secretariat platform. Its own system and limited-to-secretariat appointments reflect the Convention’s separate institutional structure.
