The consultant will conduct an independent final evaluation of projects implemented under the “Igualitarias, Transformando Territorios” call, funded by the French Embassy in Colombia and in partnership with UN Women. The evaluation aims to analyze the projects' results, relevance, coherence, effectiveness, efficiency, impact, and sustainability, while identifying lessons learned and recommendations to improve future interventions. The consultant will assess the intervention model, results chain, institutional and participant transformation, sustainability, and integration of human rights, gender equality, and intersectionality approaches. The evaluation will follow OECD DAC criteria and UN evaluation standards, applying a mixed-methods approach with qualitative and quantitative data, including fieldwork and stakeholder consultations. Deliverables include an initial methodological report, data collection, preliminary findings presentation, draft report, feedback incorporation, and final evaluation report. The role requires adherence to ethical principles, gender sensitivity, inclusiveness, and transparency throughout the evaluation process. The main users of the evaluation are the French Embassy's Cooperation and Cultural Action Service, participating civil society organizations, national and territorial entities, and UN Women Colombia.
