Investigation careers in the United Nations

How UN investigators handle administrative misconduct cases, with common titles, staff categories, specialist evidence and recruitment routes.

United Nations investigators establish facts about possible misconduct and prohibited practices. Their work can cover fraud, corruption, sexual exploitation and abuse, sexual harassment, conflicts of interest, procurement misconduct and wrongdoing involving third parties.

This is administrative fact-finding, not criminal prosecution. Investigators collect and assess evidence so that authorised decision-makers can determine what action follows. Police experience can be relevant, but a UN investigator does not exercise national police powers.

Titles and offices

Common titles include Investigator, Associate Investigator, Senior Investigator, Investigation Officer, Investigation Assistant and Chief of Section. Specialist notices may seek digital forensic, financial, sexual misconduct or intake and assessment expertise.

The Office of Internal Oversight Services is the central internal oversight body of the UN Secretariat. Its Investigations Division works at headquarters, regional hubs and field missions. OIOS’s official description says its role is to establish facts concerning possible misconduct and protect the organisation’s human and financial resources.

Other UN entities have their own investigation offices. UNHCR, WFP, UNICEF, UNDP and specialised agencies recruit under their own systems and rules. A similar title does not mean the contract is a Secretariat appointment.

Conduct and Discipline teams in field missions receive and track allegations and advise on conduct standards, but they are not automatically investigation posts. Human rights investigations also have a different mandate and evidentiary setting. Read the job family and office.

Categories and grades

Professional investigation positions use P grades, with senior management at higher P or D levels. Field operations can use Field Service posts for investigation or support functions. General Service roles can include Investigation Assistant and case-support work. National Professional Officer positions may be used when national legal, linguistic or contextual knowledge is required.

The grade reflects responsibility, not authority to make disciplinary decisions. OIOS explains in its investigation process that it reports findings and recommendations; it does not decide whether disciplinary proceedings will begin.

Consultants can be engaged for specialist analysis, expert reviews or time-bound caseload support. They remain non-staff personnel.

Education and experience

Vacancies commonly seek backgrounds such as law, investigations, criminology, audit, accounting or related fields. The acceptable degree and any alternative combination are specified in the notice. A law degree is not universally required, and legal practice alone does not prove investigative ability.

Relevant experience can include workplace misconduct, fraud, corruption, sexual misconduct, financial investigations, digital evidence or complex administrative inquiries. Some posts ask for experience in international organisations or difficult field settings. Others need interviewing expertise or financial analysis.

Professional certifications in fraud examination, investigations, accounting or digital forensics can help when relevant, but they are not a universal UN requirement. Language requirements follow the caseload and duty station. Exact drafting and interview language can be tested.

Evidence for an application

Describe completed investigative work without breaching confidentiality. State the nature and complexity of the caseload, your role, evidence types handled, interviews conducted, analytical products prepared and procedural safeguards applied. Explain how you pursued both inculpatory and exculpatory evidence.

For financial cases, mention transaction analysis, procurement records or asset tracing where applicable. For digital work, identify tools and evidence-preservation practices without disclosing sensitive methods. For sexual misconduct investigations, demonstrate trauma-informed practice and protection of victims and witnesses only where you genuinely have that experience.

Show impartiality through decisions. An example of changing an initial hypothesis after reviewing evidence can be stronger than a claim that every case was substantiated.

Writing matters. Investigation reports must separate evidence, analysis and findings. Assessments may include a case scenario, interview plan, evidence matrix or written report.

Applying

OIOS states that jobs and internships must be pursued through the UN Careers portal, not through its reporting hotline or general email. Search the Investigation job family and OIOS, mission or mechanism names.

Read the special notice for roster status, mobility, temporary appointments and field conditions. National and General Service roles have local eligibility rules. Agency investigation jobs must be applied for through the agency’s own official platform.

Do not use a real allegation as an application writing sample. Prepare anonymised descriptions that preserve confidentiality and demonstrate method. Investigative credibility begins with how carefully an applicant handles protected information.
