EIB contracts and grades 1–9: a guide for applicants

An applicant-focused explanation of EIB fixed-term and indefinite contracts, grades 1–9, graduate appointments, nationality rules and salary bands.

The European Investment Bank publishes annual salary bands for grades 1 through 9. That makes the broad pay framework visible, but it does not turn the grades into a universal title ladder. The vacancy still tells you the role, contract, location and level being recruited.

Most EIB positions are based in Luxembourg. The Bank also recruits for external offices, including local-agent posts whose conditions can differ from headquarters appointments.

Contract categories and entry routes

The EIB uses fixed-term and indefinite contracts for staff. A fixed-term contract ends on the date specified unless it is extended. An indefinite contract has no predetermined end date, subject to the Bank’s rules and employment conditions. Candidates should not assume that a fixed-term appointment will convert simply because the work is continuing.

Local agents are recruited for certain posts outside the European Union. Their employment and salary conditions reflect the duty station and are not the same as the Luxembourg staff framework.

The Graduate Programme is a separate route for recent graduates. The official programme page states that appointments last one to two years and may be extended to a maximum of four years. Graduate recruits are paid at the minimum of grade 3. That statement applies to the programme; it does not mean every junior EIB vacancy is grade 3.

Traineeships provide time-limited professional experience under their own eligibility and allowance rules. They are not staff contracts. The Bank can also procure consulting services, which should not be confused with direct employment.

What grades 1 to 9 mean

On the EIB scale, grade 1 is the lowest published staff grade and grade 9 the highest. The salary and benefits page publishes the minimum and maximum annual basic salary for each grade and updates the table by year.

The public table does not provide a complete grade-to-title dictionary. A lawyer, engineer, economist or IT specialist can be evaluated according to responsibility, expertise and organizational scope rather than profession alone. Applicants should take the grade from the vacancy, not estimate it from years of experience or compare it mechanically with EU institution AD grades.

The EIB table also notes that salaries for staff outside Luxembourg may be adapted to local conditions. Base salary is subject to an internal European Union tax rather than national income tax, under the applicable rules. A performance award can reach up to 35 percent, but eligibility and the amount are not automatic. It is variable pay, not part of guaranteed basic salary.

Eligibility, languages and job families

The EIB eligibility criteria state that applicants must in principle be nationals of an EU Member State. Local-agent positions outside the EU are an exception. Every candidate should check the individual vacancy because security, language and professional-registration requirements can add further conditions.

English and French are the Bank’s working languages. A notice may require strong command of one and knowledge of the other, or request another language relevant to the assignment. It is safer to report actual proficiency than to rely on a general institutional rule.

EIB work includes lending and investment, project appraisal, economics, risk, treasury, finance, legal services, compliance, internal audit, engineering, climate and environmental work, information technology, human resources, communications and other corporate functions. EIB Global roles can involve projects outside the European Union.

Applying and reading an offer

Applications are submitted through the EIB careers portal. The recruitment process can include eligibility screening, interviews and occupational or technical assessments, followed by checks and medical requirements where applicable. The vacancy provides the binding deadline and any documents needed.

To assess pay, note the grade and duty station, then open the salary table for the current year. The published minimum and maximum are gross annual basic salary under the EIB framework; they are not a prediction of the final offer. Relevant experience and internal rules affect placement.

Benefits can include pension, medical coverage, insurance, leave and family or expatriation allowances when the eligibility conditions are met. A candidate should distinguish guaranteed base salary, conditional allowances and performance pay. The written offer is where those pieces become specific.
