The World Food Programme seeks a Regular Consultant to support the scale-up of the UN System Mobility & Carpooling framework within the UN System Booking Hub. Reporting to the Head of UN System Mobility, the consultant will drive digital transformation, optimize business processes, and strengthen operational frameworks for passenger transportation and inter-agency carpooling services. Strong skills in multi-stakeholder management, business transformation, and change management are essential. Proficiency in English is mandatory, with French or Spanish as a strong asset. This is a remote consultancy position ending December 31, 2026.

BACKGROUND

The UN System Booking Hub is a United Nations Sustainable Development Group (UNSDG) prioritized Global Shared Service fostering inter-agency collaboration in field services provision. It is the largest UN marketplace with +7 million humanitarian customers served to date to access flights, mobility, accommodation, clinics, and wellness services from 21 UN partnering entities in +2,000 field service points in 138 countries.

With over 9,500 UN vehicles and 7,000 drivers, UN System Mobility, the passenger transportation service of the UN Booking Hub, allows humanitarian staff to book trips, local administrators to manage vehicles, drivers to deliver transportation more efficiently, and UN entities to offer inter-agency carpooling services.

The UN System Mobility & Carpooling Consultant will support the scale-up of the mobility and carpooling framework as it transitions from its established business conceptualization and implementation phase into its full-scale expansion requiring strengthened legal, financial, operational, and contractual frameworks, while enhancing capacity to lead operations through engagement with OMTs and UN partners.

PURPOSE OF THE ASSIGNMENT

As UN System Mobility and Carpooling Officer consultant, you will be reporting directly to the Head of UN System Mobility with the following duties:

  • Support partnerships to align business processes, contractual frameworks, and digital transformation initiatives across mobility and carpooling services.
  • Support collaboration across UN agencies, WFP country offices as well as internal and external stakeholders, leveraging knowledge of fleet operations, drivers, and vehicles.
  • Support the optimization of business processes and digital transformation across mobility and carpooling services.
  • Augment capacity building of WFP Country Offices to operationalize UN System Mobility, driving digital transformation in the field through passenger mobility and carpooling services.
  • Engage OMTs in carpooling implementation by presenting the service to key stakeholders, setting up localized carpooling cost recoveries, supporting the signing of carpooling service agreements, and successfully launching the service.
  • Monitor carpooling performance and KPIs and scale up best practices across operations.
  • Create up-to-date reporting on carpooling efficiency gains, including environmental efficiencies, and service use and optimization.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University degree in business administration, management, or international relations or similar field

Experience:

  • At least 3 years of experience in working on complex, multilateral projects.
  • Proven knowledge of mobility, fleet, and/or shared services.
  • Experience supporting business, processes and digital service transformation and rollouts.
  • Familiarity with UN systems and inter-agency coordination.
