UNFPA seeks a Consultant to design, customize, configure, and operationalize the electronic GBVIMS+ database. The role involves executing technical tasks across three pillars: system technical customization (mapping, classification, indicators), coordination and information security (anonymization, safety guardrails), and capacity building (training, rollout, documentation). The consultant must deliver specific milestones including an inception report, beta configuration, integrated indicator module, and final handover between August and October 2026. The ideal candidate possesses an advanced degree in Information/Computer Science or Statistics, minimum 7 years of experience in data system development, strong Linux/DevOps skills, and expertise in GBV data management. Crucially, the role requires demonstrated mastery of survivor-centered approaches, knowledge of Zimbabwe data policy frameworks, and fluency in English and Shona and/or Ndebele.

Purpose of consultancy:
To design, customize, configure, and operationalize the electronic GBVIMS+ database, based on the standardized tools, indicators, workflows, and protocols approved by the GBVIMS Technical Working Group.

Scope of work:
The consultant will be responsible for executing technical tasks across three core pillars:
- System Technical Customization & Alignment: Standard Intake Mapping, Classification Tool Integration, Minimum Data Set Optimization, and Indicator Bank Programming.
- Coordination & Information Security: Anonymization and Safety Guardrails, and Horizontal Inter-Agency Pathways.
- Capacity Building & Handover:Training, System Rollout Support, and Documentation.
Delivery dates and how work will be delivered:
- Inception Report: Detailed work plan and architectural mapping.
Expected Delivery date: 15 August 2026
- Customized Core System Interface: Beta configuration of digital intake and ID generator.
Expected Delivery Date: 15 September 2026
- Integrated Indicator Module & Dashboard: Functional reporting backend.
Expected Delivery Date: 30 September 2026
- Final Handover, ISP Implementation & Pilot Framework: System launch, documentation, and training guides.
Expected Delivery date: 15 October 2026
Qualifications and Experience:
Education:
- Advanced degree in Information/Computer Science, Statistics;
Knowledge and Experience:
- Minimum of 7 years of experience in developing data systems.
- Strong Linux/DevOps skills and Ansible proficiency.
- Expertise in GBV data management.
- Demonstrated mastery of survivor-centered approaches and the "Do No Harm" principle in digital contexts.
- Proven experience navigating Zimbabwe data policy frameworks and multi-sectoral institutional environments.
Languages:
- Excellent communication skills in English and Shona and/or Ndebele.
