The United Nations Office on Drugs and Crime (UNODC) is seeking an International Consultant – Senior Criminal Justice Expert to deliver high-level technical outputs related to victims' rights and trafficking in persons (TiP). The role involves developing a multilingual victims' rights manual, conducting studies on international victim compensation practices, and drafting a protocol for school-based reporting of TiP. Additionally, the consultant will analyze existing cooperation agreements with labor-sending countries to identify gaps and recommend new memorandums of understanding. The position also requires participation in an evaluation team for a Small Grants Initiative supporting legal clinics for TiP victims. The ideal candidate possesses advanced expertise in criminal justice, law, or criminology, with a strong background in countering transnational organized crime. The role is home-based with a fixed duration from August 2026 to November 2026, requiring fluency in English and Arabic.

Duties and Responsibilities

Under the direct supervision of the OGCCR Project Coordinator, and under the overall guidance of the Representative for the GCC Region, the consultant will work to deliver the following tasks:

  • Development of a multilingual victims' rights manual.
  • Development of a study on international practices in victim compensation systems for victims of trafficking in persons.
  • Development of a protocol on school-based reporting of trafficking in persons.
  • Development of a study on existing agreements and memorandums of cooperation and understanding with labour-sending countries, including an assessment of gaps in relation to combating TiP and recommendations for amendments or development of new memoranda of understanding or cooperation agreements, based on the results of the study.
  • Participate as a member of the evaluation team in assessing offers received under the Small Grants Initiative for academic institutions to support legal clinics in enhancing access to legal aid for victims of trafficking in persons.

Qualifications/special skills

  • An Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology or other related social sciences, is required. A first-level university degree in similar fields, in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least ten (10) years of professional experience in the fields of crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law and/or related areas, is required.
  • Practical experience in conducting legal assessments and providing technical advisory services in the field of countering transnational organized crime, including TiP, is required.
  • Experience in delivering training and/or technical assistance in the GCC and or the MENA region, is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
