IRENA contracts and grades: professional, General Service and programme roles

How IRENA staff, consultants, JPOs, Associate Professionals, interns and loan arrangements differ, with UN common-system grades and locations.

IRENA follows the United Nations common-system salary framework for staff, but it is an independent intergovernmental organization with its own Staff Regulations and Rules. Its P and General Service labels should be read from IRENA documents and vacancies, not treated as appointments to the UN Secretariat.

The main duty stations are Abu Dhabi and Bonn. The vacancy states whether recruitment is international or local.

Staff and other personnel

IRENA appoints staff under the types provided in its Staff Rules, including fixed-term appointments. The current rules also govern salary-step progression and probation, so a contract duration should not be inferred from grade. A fixed-term contract runs for the stated period and does not become continuing employment merely through renewal. The offer should identify the appointment type, grade, step, probation and entitlements.

Professional and higher-category staff are normally recruited internationally. International recruitment concerns the market and entitlements attached to the post; it does not mean the employee can choose between Abu Dhabi and Bonn. General Service staff are generally recruited locally in the area of the office, although they can be of any nationality.

IRENA frequently hires individual consultants for short assignments requiring specialist advice or knowledge. Consultants are not staff and do not receive a P grade unless the vacancy explicitly creates a staff appointment.

The Junior Professional Officer Programme is normally funded or sponsored under a participating arrangement. Associate Professionals receive an initial one-year engagement that may be renewed for a second year according to service needs. Internships normally last two to six months and carry a stipend; eligible interns beyond commuting distance receive round-trip travel.

IRENA also runs a capacity-building loan programme for professionals from least developed countries and small island developing States. Selected government employees serve for one year, renewable to two, while their government continues salary and emoluments. IRENA covers specified travel, insurance and living support. This is a loan, not direct staff recruitment.

Grades and categories

The employment page identifies P2 as the professional entry reference, requiring at least two years of relevant experience, and notes that Director-level posts generally require more than fifteen years. Vacancies use professional and director grades consistent with the common system. General Service posts use locally based grades.

The public page does not provide a complete IRENA-specific title-to-grade table. It gives experience references, while the vacancy supplies the actual classification and minimum qualifications. A renewable-energy analyst, programme officer or finance specialist can sit at different levels depending on scope. Use the grade shown in the notice.

The current Staff Regulations and Rules define base salary by grade and step under the UN common-system scales. Professional remuneration includes post adjustment where applicable. General Service pay follows the local scale. Salary figures from another UN organization are not automatically the IRENA rate for Abu Dhabi or Bonn.

Eligibility, locations and job families

IRENA welcomes applications from nationals of all countries. A particular JPO, government-loan or capacity-building programme may have sponsor or country restrictions. General Service recruitment can require residence or work authorization because it is local.

Substantive fields include renewable-energy policy, technology, innovation, power systems, energy planning, climate, finance and investment, project facilitation, statistics, modelling, socio-economic analysis, country engagement and international cooperation. Corporate functions include legal affairs, governance, communications, finance, procurement, HR, conference services and IT.

Excellent English is standard for professional and General Service recruitment; another language can be an asset. The vacancy gives the exact requirement.

Application and compensation

Candidates apply to advertised posts through IRENA’s official vacancies system linked from the employment page. Consultant, internship and programme calls may use their own application route. Selection can include screening, technical assessment, interview, references and verification.

IRENA lists medical insurance, provident fund, relocation grant, education grant and annual leave among possible staff benefits. Eligibility depends on category, recruitment status and personal circumstances.

Read an offer by separating base salary, post adjustment, allowances, provident-fund participation and relocation. For consultants, interns and loaned officials, ignore the staff salary scale and use the payment terms in their own agreement.
