IFRC contracts, staff categories and volunteering: a guide for applicants

A practical guide to IFRC staff, national positions, consultancies, internships and Movement volunteering, with the limits of public grade information explained.

The International Federation of Red Cross and Red Crescent Societies coordinates and supports a global network of National Societies. It is not the ICRC, and it is not the employer behind every Red Cross or Red Crescent vacancy. That distinction should be settled before interpreting a job title or contract.

Who is actually hiring

IFRC advertises Federation staff jobs, consultancies and internships on its work with us page. National Red Cross and Red Crescent Societies are legally and organizationally distinct members of the Federation. Their vacancies, salaries and volunteer arrangements are normally governed by the Society and national law, not by an IFRC employment offer.

This matters most for volunteering. The Movement relies heavily on volunteers, but the IFRC volunteering policy treats volunteering as a defined form of community service, not as an informal staff contract. A person seeking to volunteer usually approaches the National Society in the country concerned. Volunteering does not create an IFRC staff grade.

Staff, consultancies and internships

IFRC employs internationally and locally recruited personnel. National Staff positions are tied to a country operation and national employment framework. Internationally recruited roles may be based in Geneva or another duty station and can carry mobility, relocation or family provisions described in the vacancy and offer. A senior national post is not automatically below an international post; the categories mainly reflect recruitment and employment arrangements.

Staff-on-loan are personnel made available by a National Society or another partner under an agreed arrangement. They remain a separate route from an ordinary external appointment. External vacancies may be open to any qualified applicant, while internal vacancies are restricted. IFRC’s recruitment process says that internal eligibility can include current employees, staff-on-loan and National Staff, so applicants should not ignore the vacancy’s audience label.

Consultants are engaged for specified expertise, outputs or periods. They are not staff merely because they work with an IFRC team. Internships are learning opportunities with their own eligibility and conditions. The public notice should be used to check duration, duty station, remuneration, insurance and visa responsibility rather than borrowing assumptions from a staff vacancy.

Current employment conditions are governed by the 2026 IFRC Staff Regulations, related Staff Rules and the individual contract. The Federation has published older salary material using lettered bands, but an old scale is not a safe guide to a current vacancy. IFRC does not currently offer a clear, complete candidate-facing table that maps every present-day title to a grade and salary. Use the grade, employee category and pay information in the live notice or offer; do not manufacture a UN P-level equivalent.

Benefits and duty stations

Benefits depend on such facts as staff category, contract length, accompanied status and duty station. IFRC’s recruitment information notes that family travel at Federation expense is available only under the applicable conditions and, in particular, for contracts longer than one year. That does not mean every longer contract is automatically accompanied. Security classifications and the offer still govern.

The Federation’s work spans Geneva, regional and country offices, emergency operations and service centres. Job families include disaster preparedness and response, health, climate, migration, protection, gender and inclusion, National Society development, logistics, supply chain, finance, legal affairs, human resources, information technology, communications and resource mobilisation.

For locally recruited work, nationality or an existing right to work may be required. International vacancies can be broader, but candidates should still check language, travel and duty-station conditions. “International organization” does not mean that every opening includes visa sponsorship.

The recruitment process

Applications must be submitted for an advertised opportunity through the official system; IFRC says it does not accept open applications. Candidates complete the online questionnaire and provide the requested CV and documents. Human resources and the hiring manager screen submissions. Shortlisted candidates may face technical exercises and one or more interviews.

Before appointment, IFRC may conduct references, medical checks, verification of employment and education, and criminal-record screening where relevant. Staff, consultants and interns must comply with the Federation’s code of conduct. IFRC also states that it charges no fee at any stage.

Read four lines before investing time in an application: employing entity, external or internal status, staff or non-staff contract, and location eligibility. Those four facts prevent the most common errors: applying to a National Society as if it were IFRC, treating a consultancy as staff employment, or assuming that a Movement volunteer role leads automatically to a Federation appointment.
