Working at UNEP: contracts, grades and career paths

UNEP recruits scientists, lawyers, economists, programme managers, communicators and operations staff. What it does not have is a separate “UNEP grade system.” UNEP is a programme of the United Nations Secretariat, so its staff vacancies use the Secretariat’s official categories, grades and appointment rules.

That distinction matters when comparing two roles with similar titles. A P-3 Environmental Affairs Officer and a consultant supporting the same team may work on related issues, but they do not have the same legal status, benefits or expectation of continued service.

Staff appointments

A UNEP vacancy marked Professional and higher, National Professional Officer or General Service is a staff position.

Professional and Director posts, written as P-2 through P-5 and D-1 through D-2, are internationally recruited. The grade reflects the level of responsibility set through UN job classification, not an informal measure of prestige. National Professional Officer posts use grades such as NO-A, NO-B and NO-C. They require the nationality of the country of service and combine professional work with national or local knowledge. General Service posts are locally recruited support roles, commonly in administration, finance, human resources, meetings, facilities and programme support.

The appointment type appears separately from the grade. Under the UN Secretariat appointment framework, a fixed-term appointment normally runs for a defined period of one to five years. It may be renewed, but renewal is not promised. A temporary appointment is used for short-term needs, normally for less than one year, with only limited scope for an exceptional extension. It does not carry an expectation of renewal or conversion.

A continuing appointment is open-ended, but it is not usually advertised as an entry route for an outside applicant. Eligibility is governed by staff rules and service history. Applicants should therefore read “fixed-term” or “temporary” literally instead of assuming that a strong performance will automatically change the contract.

Non-staff work

UNEP also hires consultants and individual contractors for defined outputs or specialist services. These are non-staff arrangements under the Secretariat’s consultant and individual contractor rules. The fee, deliverables, location and duration come from the terms of reference. Staff benefits and staff appointment rules do not apply merely because the person works inside a UNEP office.

Internships, Junior Professional Officer placements and UN Volunteer assignments are also distinct routes. UNEP’s work with us page lists these alongside staff and consultancy opportunities. An internship is not a junior staff grade. A JPO is normally funded through a participating government programme, while a UN Volunteer serves under UNV conditions.

Where the work sits

UNEP’s headquarters is in Nairobi, but recruitment also supports regional and country offices and secretariats of multilateral environmental agreements. Common fields include climate change, nature and biodiversity, chemicals and waste, pollution, environmental law, science and assessment, environmental economics, sustainable finance, programme management and communications. Operational jobs in finance, procurement, human resources, information technology and administration keep those programmes running.

Academic expectations vary by vacancy. Professional environmental posts often ask for an advanced university degree, while some allow a first-level degree combined with additional experience. Years of experience are stated in the notice and can change with the grade and job family. The vacancy itself, not a generic online grade chart, is the controlling document.

How to read and apply

Start with the duty station, staff category, grade and appointment type. Then check the job opening’s education, experience, language and nationality requirements. For a National Professional Officer or General Service job, local eligibility can be decisive even when an applicant has worked internationally.

UNEP staff applications are normally submitted through UN Careers and Inspira. Some consultancy or secretariat notices may specify another official submission route; follow the instructions in that notice exactly. UNEP does not charge a recruitment fee.

Record the formal personnel status before comparing opportunities. For a staff vacancy, note both the category and grade and the stated appointment type. For non-staff work, rely on the consultancy or contractor terms. A prominent project name does not change any of those conditions.
