ASEAN Secretariat contracts and job levels: how to read current vacancies

How ASEAN Secretariat fixed-term and project appointments work, what its public titles show, and why applicants should not invent a grade table.

ASEAN Secretariat vacancies usually show a title, monthly salary, contract duration and eligibility rule, but they do not use a public numerical grade table. Titles such as Assistant Director, Senior Officer and Officer are meaningful within the Secretariat; they should not be converted into UN grades.

Most roles are based at the ASEAN Secretariat in Jakarta. Some are core Secretariat positions, while others are funded for a particular project or publication. The difference appears in the contract and job description.

Fixed-term staff and project appointments

Recent core vacancies offer a three-year fixed-term contract, including a six-month probationary period, subject to good performance during probation. That wording does not guarantee another contract after three years.

Project posts can be shorter and are often linked to an approved project phase, donor arrangement or implementation timetable. A current Project Officer notice, for example, offers eighteen months including six months’ probation because the job supports a defined programme phase. The project title, funding period and deliverables matter as much as the occupational title.

The Secretariat may also recruit consultants, editors, writers or service providers for defined outputs. A person working on an ASEAN publication under a project contract should not be described as permanent Secretariat staff. Internships and secondments, when offered, have their own notices.

Current vacancy language states that Secretariat staff are not retained in active service beyond age 60. Applicants should verify the rule in the live announcement rather than relying on an archived copy.

Titles without a public grade crosswalk

The careers portal advertises titles including Assistant Director, Senior Officer, Officer, project officer and administrative or technical roles. Assistant Directors head or lead divisions and report to directors. Senior Officers provide policy and programme expertise under an Assistant Director. Other officer titles reflect the scope of the function or project.

This is useful orientation, not an official grade ladder. The ASEAN Secretariat does not publish a complete candidate-facing table that gives every grade, title, salary band and promotion path. A Senior Officer in science and technology cannot be assigned a numerical level by comparing it with another international organization.

The current careers portal publishes basic salary in the vacancy. Recent core notices also identify benefits such as housing, medical reimbursement, hospitalization and life insurance, children’s education and gratuity. Project appointments can have a materially different package in practice. Use the notice rather than a general salary estimate.

Nationality, local eligibility and work

Core Secretariat vacancies commonly invite qualified ASEAN nationals. Since ASEAN membership has changed, use the membership wording in the current posting rather than an old ten-country list.

Some project vacancies are narrower. A Jakarta-based project notice may invite Indonesian citizens or ASEAN nationals who already reside in Indonesia and are eligible to work there. That is a local eligibility condition, not a general rule for every Secretariat job. Applicants should not assume that the Secretariat will arrange an Indonesian work permit unless the vacancy says so.

The Secretariat supports the Political-Security, Economic and Socio-Cultural Community pillars, ASEAN Connectivity and corporate administration. Job families include regional economic integration, trade, finance, political cooperation, human rights coordination, disaster management, health, labour, education, culture, science, environment, monitoring and evaluation, external relations, communications, legal work, finance, HR and IT.

Application and selection

Candidates apply through the ASEAN Recruitment Management Portal. Each listing has an Apply link and closing date. The application should address the qualifications and duties in the notice; a general expression of interest does not replace a vacancy submission.

Shortlisted candidates may be assessed and interviewed, followed by document, nationality and reference checks. Excellent written and spoken English is a standard requirement in current professional notices, and technical posts may ask for government or regional-policy experience.

When comparing roles, record the title, core or project status, contract duration, probation, basic salary, benefits and local-work rule. An attractive title does not establish the same security or package across two vacancies.
