How UNU fixed-term staff posts, Personnel Service Agreements, consultancies and academic opportunities differ across its global institutes.

United Nations University combines a UN institution with a global network of research and training institutes. Its personnel system reflects that mix. UNU offers fixed-term staff appointments, Personnel Service Agreements and consultant contracts, along with internships, fellowships and visiting academic arrangements.

Only the first of those three main contract types creates UN staff status. A researcher working at a UNU institute may be staff, a PSA holder, a consultant or a fellow. The title alone does not answer the question.

Fixed-term staff appointments

UNU staff positions include Professional, National Officer and General Service categories. They are established posts governed by the United Nations Staff Regulations and Rules together with UNU’s Personnel Policy.

Professional posts use P grades and are internationally recruited. National Officer posts use NO grades and require nationality of the country of service. General Service posts are locally recruited. UNU’s academic staff can include researchers and programme leaders, while administrative staff work in finance, human resources, communications, programme support, information technology and management.

UNU states that all staff positions are fixed-term. Its Human Resources page explains that an initial appointment is normally one year. Academic staff renewals are subject to satisfactory service and are normally limited so that combined fixed-term service does not exceed six years. Administrative staff appointments may be renewed for periods of up to four years, subject to satisfactory service.

A fixed-term appointment carries no expectation of renewal or conversion. This UNU-specific policy is more useful than applying the general Secretariat appointment ranges without qualification.

Personnel Service Agreements

A Personnel Service Agreement, or PSA, is not a staff appointment. PSA holders can perform academic or administrative work, but their conditions are governed by the UNU Personnel Policy rather than the UN Staff Regulations and Rules.

The initial PSA is normally one year and may be renewed on a rolling fixed-term basis, with combined service not exceeding six years. PSA vacancies can use levels such as PSA-5 or PSA-6. Those are UNU PSA levels, not P grades. They should not be converted to an “equivalent P-level” unless an official document makes a comparison for a specific purpose.

PSA remuneration is set under UNU arrangements. Staff salary scales, pension participation and entitlements do not automatically apply.

Consultants, fellows and visiting scholars

Consultants are engaged for work assignments set out in their contracts. UNU says a consultant may accumulate no more than 24 months of service within a consecutive 36-month period. Consultants are not staff members or officials of the United Nations.

Fellows, postdoctoral researchers, visiting professors and visiting scholars can be appointed under programme-specific terms. Some receive stipends rather than salaries. Internships and Junior Fellow internships are learning opportunities, not P-level employment.

The UNU Personnel Policy sets out which university personnel are UN officials and which are governed by other arrangements. Applicants should use its legal categories rather than assume that everyone with a UNU email has the same status.

Work across the institutes

UNU research covers sustainable development, environment, health, governance, economics, technology, migration, water and other policy fields. Each institute has a defined mandate and host location. Academic jobs may combine original research, policy engagement, teaching, capacity development, fundraising and management of international projects.

Research support positions can involve data, publications, events, grants and networks. Administrative careers include finance, procurement, communications, human resources, legal support and information systems.

Academic recruitment often values a publication record and a policy-facing profile. A vacancy may also require experience securing research funding or working with partners in particular regions. PSA posts can carry substantial responsibility, but their non-staff status remains unchanged.

Applying through UNU

Current opportunities are listed on the UNU opportunities page and its own careers system, not through Inspira as a general rule. Applicants complete the UNU P11 information, a motivation statement and vacancy-specific questions. UNU does not consider unsolicited applications.

Check the institute, duty station, contract type, category or PSA level, duration and renewal limit. For a fellowship, confirm the stipend and academic conditions. For a consultant contract, review deliverables, travel and tax responsibility.

The practical dividing line is the contract heading. “Fixed-term staff” means a UN staff appointment under the stated UNU framework. “PSA,” “consultant,” “fellow” and “intern” each describe a different status, even when the work is performed in the same research team.
