Consultant procurement and staff recruitment are different processes

Why consultant assignments focus on deliverables, competition and fees while staff recruitment fills classified posts under employment rules.

A consultant and a staff member may sit in the same meeting and produce similar technical work. Their legal relationships remain different. Staff recruitment fills a classified post in an organizational structure. Consultant procurement purchases services or deliverables for a defined need.

Staff recruitment

A staff vacancy identifies a post, grade, appointment type, duties and organizational reporting line. Selection tests whether the candidate meets job requirements and competencies. The successful person receives a letter of appointment governed by Staff Regulations and Rules.

Salary follows the post’s grade and pay framework. Eligible staff may receive pension, health insurance, leave, dependency benefits and relocation. Performance is managed as continuing work within the organization, even when the appointment is fixed-term.

The vacancy can create a roster for similar posts, but it does not turn unsuccessful applicants into vendors.

Consultant procurement

A consultancy begins with terms of reference or a request for proposals. It defines outputs, schedule, expertise, fee basis and acceptance criteria. The consultant may be an individual or a firm. Selection can weigh methodology and price as well as experience.

The World Bank, GCF and other institutions often route consultants through dedicated consultant or procurement portals. Gavi publishes consulting opportunities separately. The Global Fund directs consulting and business opportunities away from its employee careers system.

Consultants are normally non-staff. They have no staff grade, even if a budget document describes the supervising post as P-4. “Equivalent level” in a rate policy is not an appointment. Contractors often manage their own tax, pension, insurance, equipment and unpaid time. The contract controls travel reimbursement and intellectual property.

Why organizations separate the processes

A classified post represents an ongoing institutional function and budget authority. Procurement is designed for temporary expertise, independent advice or a defined project. Different controls protect fairness, conflicts of interest and value for money.

Misclassification is a real concern. A long assignment or close supervision can make consultancy look like employment, but candidates cannot solve that by declaring themselves staff. They should ask about deliverables, working arrangements, insurance and renewal limits before signing.

Application documents

Staff applicants usually submit a profile, employment history and competency evidence. Consultants may need a technical proposal, workplan, daily or lump-sum fee, availability and writing samples. Firms may need registration, audited accounts and a team proposal.

Answer the process used. A motivational cover letter without a methodology is weak procurement; a price proposal uploaded to an ordinary staff vacancy is irrelevant.

Comparing offers

Convert a consultant fee into realistic annual income only after subtracting unpaid leave, gaps between assignments, insurance, pension, tax, equipment and administrative time. Do not compare a daily rate directly with a staff net monthly salary.

Check whether the fee is all-inclusive, whether travel days are paid, who bears currency risk, and when invoices are accepted. For staff, compare grade, step, benefits, appointment duration and probation.

Career effects

Consultancy experience can be excellent evidence for later staff competitions, but it usually does not create internal-candidate status, promotion rights or a roster. Some organizations restrict immediate movement from contractor to staff to manage conflicts. Staff may also face post-employment restrictions before consulting.

The UN consultant guidance and each organization’s procurement rules should be read with the specific contract. The decisive question is not where the person works; it is whether the organization appoints an employee or buys a service.

National and international consultants

“National consultant” often signals required national knowledge, residence or local rate treatment. “International consultant” can allow broader sourcing and travel. Neither is a staff category. Check whether the contractor must be physically present, may work remotely, or needs a business registration.

Conflicts and independence also matter. Consultants may have to disclose other clients, protect confidential information and avoid representing themselves as officials. Staff owe continuing duties under staff rules. Both can face background checks, but the standards and consequences come from different instruments.

At completion, a consultant’s accepted deliverables trigger payment and close-out. Staff separation follows notice, clearance and benefit rules. That different endpoint is another reason not to compare only daily tasks.
